- Description
- The National Institute of Standards and Technology (NIST) has a requirement for electromagnetic simulation software which includes the following. 1) Momentum circuit designer (MCD) consists of PDE, DDS, layout, Momentum and linear circuit Sim. and allows optional layout trans. including GDS-II, IGES, DXF/Gerber; 2) Technical support; 3) ADS family media. It is the intent of the Government to award this procurement on a sole source basis under authority of 41 U.S.C.253(c)(1) with Agilent Technologies of Boulder Co, as we have a technical requirement for compatibility with drawing files generated by existing software packages. One such package is Xic, which we use for layout of our superconducting integrated circuits, and which provides GDS-II format files; another is Protel which generates Gerber files. The third is AutoCAD and Vectorworks which generate DXF files. Thus we require capability to import Gerber, DXF, and GDS-II files. In addition, we require the ability to accurately model endfire antennas and other configurations with significant surface wave excitation, which implies that the software package must provide ability to model with open boundary conditions in all 3 dimensions, not just in 1 dimension. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100,000). This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
