Description

DESC: UTILITY SYSTEM PRIVATIZATION. The Request for Information (RFI) process has demonstrated a lack of market interest in the privatization of the electrical, natural gas, potable water and wastewater distribbution systems at NIORP Magna, Utah. Responses to the original RFI issued in 1999 were favorable, however subsequent contact with those interested parties have resulted in either official statements of non-interest or no response at all. It is, therefore, the intent of the Navy to pursue economic exemptions as allowed by the Defense Reform Initiative Directive (DRID) #49 for these systems, unless statements of market interest, in the form of official correspondence on company letterhead, are received at the following address by JULY 31, 2001: Southwest Division, Naval Facilities Engineering Command, ATTN: Brad Crawford (Code 5GW2.BC), 921 West Broadway, Building 110, 2nd Floor, San Diego, CA 92101. Should there be interest in these systems, a Request for Proposal will be issued on or about September 30, 2001 and the proposed solicitation will be unrestricted under the following North American Industry Classification System (NAICS) codes: NAICS 221122, Electric Power Distribution, with a size standard of 4 million megawatt hours, NAICS 221210, Natural Gas Distribution, with a size standard of 500 employees, NAICS 221310 Water Supply and Irrigation Systems, with a size standard of $5 million, and NAICS 221320, Sewage Treatment Facilities, with a size standard of $5 million. The solicitation will be a competitive Request for Proposal using Best Value Source Selection contract procedures found in the Federal Acquisition Regulations Part 15. This solicitation will be open to all business concerns, including Cities and Municipalities. The entire solicitation will be released solely on the Naval Facilities Engineering Command electronic solicitation website, www.esol.navfac.navy.mil, (paper copies will not be available). All prospective Offerors are responsible for visiting the web-site frequently to obtain any amendments or other information pertaining to this solicitation.
