- Description
- NASA/ARC plans to issue a Request for Quotation (RFQ) for 2 Physiological Recording Systems. These systems will be used for simulator and field research studies to collect physiological measures of alterness and sleep. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/ARC intends to purchase the items from TEMEC Instruments BV, Spekhofstraat 2, P.O. Box 3011, NL-6460 HA, Kerkrade, The Netherlands. The system must allow AC/DC channels for collection of electroencephalographic, electrooculographic, electromyographic, and electrocardiac recordings. The systems must be digital and provide for on-line monitoring of signal quality in an ambulatory environment. The systems will include Vitaport 3 recorder base, VP2 Module 8 channel universal/multiconnector, Patchpanel 8 channel universal small w/multiconnector, Vitaport3 OptiLink set, and Software CAS (computer aided sleep analysis). This sole source is made pursuant to FAR Part 13.106-1(b), for the acquisition of supplies or services determined to be reasonably available from only one source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 07/30/01. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
