Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; therefore, a written solicitation will not be issued. The Billings Area Indian Health Service (IHS) intends to award a noncompetitive purchase order in response to Request for Quotation (RFQ) 10-01-030 to the Montana Water Center, a division of Montana State University, 307 Montana Hall, Bozeman, Montana 59717-2470. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The associated North American Industry Classification System code is 541511 and the small business size standard is $18 million. The PRICE/COST SCHEDULE consists of 4 contract line item numbers (CLIN): CLIN 1 25% Project Completion; Quantity 1; Unit of Issue Each; Total Amount -- $____________. CLIN 2 50% Project Completion; Quantity 1; Unit of Issue Each; Total Amount -- $____________. CLIN 3 75% Project Completion; Quantity 1; Unit of Issue Each; Total Amount -- $____________. CLIN 4 100% Project Completion; Quantity 1; Unit of Issue Each; Total Amount -- $____________; Grand Total -- $____________. SCOPE OF WORK: The Contractor shall convert chapters of the Montana Groundwater Manual to an interactive CDROM training program. The program shall provide a general overview of what the operator of a small groundwater-based public water system must know to operate the system. The series shall have 11 units, as well as a four-part math quiz and interactive glossary games. Each topical unit shall include "need-to-know" activities and descriptive text based primarily on key concepts from the original Groundwater Manual "Instructor's Guide", one or more quizzes, and 30-90 minutes of interactive "activities". These activities shall incorporate animation and multiple question types that require users to interact with the training content before receiving appropriate feedback and explanation. All units shall be illustrated with diagrams and photographs. The topics of the units shall include (1) Introduction to Public Water Systems; (2) Regulations; (3) Ground Water Basics; (4) Using Ground Water for Public Water Supply; (5) Well Construction and Well Components; (6) Ground Water Treatment; (7) Distribution Systems; (8) Cross Connections and Backflow Prevention; (9) Safety; (10) Emergency Planning; and (11) Water System Management. The Contractor shall complete all the components, beta-test, mount the entire series on the web, press onto 2000 CD-ROMS, and produce an Adobe PDF version of the "National" content along with 200 paper manuals of the series. "Recommended Resources" from EPA regions shall be included with the "National" version. These resources shall include the following for each region to assist tribal operators seeking assistance: (1) Technical Assistance & Training Providers; (2) Certification Contacts Certified Laboratories: chemistry and microbiology; (3) Training Tools including videos, publications, computer and web-based training, and written correspondence courses; and (4) Other links. DELIVERABLES: The completed units shall be made available on the Montana Water Center's training website as they are finalized. When the series is complete it shall be provided to the IHS for final distribution. In addition, Montana Water Center shall produce 200 paper manuals for distribution by IHS to operators of tribal water systems. If space is available on the CD-ROMS, the PDF document shall be provided there. The Contractor shall provide IHS with quarterly project reports. Within 90 days of project completion the Contractor shall provide a succinct final project report. PROJECT SCHEDULE: The period of performance shall be for a 12-month period. PROVISIONS AND CLAUSES: Notice is given that the following provisions and clauses apply to this acquisition. The Federal Acquisition Regulation (FAR) provisions 52.212-1 Instructions to Offerors Commercial Items and 52.212-3 Offeror Representations and Certifications Commercial Items. The FAR clauses 52.212-4 Contract Terms and Conditions Commercial Items, 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, and 52.227-17 Rights in Data Special Works. The following FAR clauses cited in 52.212-5 are applicable to the acquisition: 52.222-21 Prohibition of Segregated Facilities (FEB 1999); 52.222-26 Equal Opportunity (E.O. 11246); 52.222-35 Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212); 52.222-36 Affirmative Action for Workers with Disabilities (29 U.S.C. 793); 52.222-37 Employment Reports on Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212); 52.225-13 Restriction on Certain Foreign Purchases (E.O. 12722, 12724, 13059, 13067, 13121, and 13129); and 52.232-33 Payment by Electronic Funds Transfer Central Contractor Registration (31 U.S.C. 3332). The Contractor shall provide a completed copy of FAR provision 52.212-3 with its offer. Upon request, the Contracting Officer will provide a full text copy or the full text of the provision may be accessed electronically at http://www.arnet.gov. PROPOSAL SUBMISSION INSTRUCTIONS: The offer shall be submitted to the Billings Area Indian Health Service, 2900 Fourth Avenue North, Room 304, Billings, Montana 59101, by 2:00 p.m., on August 7, 2001.
