- Description
- The United States Government, represented by the Agency for International Development's Office of Agency for International Development, Office of Health and Nutrition, Center for Population, Health, and Nutrition, Bureau for Global Programs, Field Support, and Research (USAID), proposes to enter into a Leader with Associates Type Cooperative Agreement(s) (hereinafter known as Agreement or LWA) with a Private Voluntary Organization or Non-Governmental Organization for the implementation of a Global Program involving specific aspects of the AIDS/HIV epidemic, as more specifically described in the solicitation. The LWA differs from a traditional USAID Agreement. USAID anticipates the award of one or more Agreements. The recipient receiving such awards(s) will be known as a Leader. Later, other AID/Washington offices and Missions may negotiate and enter into separate agreements with the Leader without repeating the competition process described in the solicitation; these awards will be known as Associate Agreements. Competition under this solicitation covers both the initial Leader Agreement that will provide leadership in the program and regional and/or worldwide activities and all subsequent Associate Agreements will provide field support. In this manner Missions may fund specific activities of the recipient that fit within the Leader Agreement description through Associate grants without further competition. USAID is seeking to award this Agreement to a U.S. institution(s) or consortium (ie) of institutions led by a U.S. institution(s) (referred to as "recipient", "organization", or "applicant" herein), that have the appropriate capability and experience. The recipient will implement a global program to make grants to Private Voluntary Organizations (PVOs) and other non-governmental organizations (NGOs) to address various dimensions of the HIV/AIDS pandemic and to help fulfill USAID objectives for HIV/AIDS programming, as detailed below in the solicitation. USAID seeks to provide financial support to the successful applicant to make such grant awards quickly and transparently in response to increases in USAID funds to address the pandemic. USAID seeks applications from an organization with access to high-caliber technical staff, organizational skills and a proven track record in implementing similar programs to undertake and achieve the results outlined in this Program Description. The applicant should have demonstrated capacity to administer large grant programs, in terms of both effective evaluation, financial administration, grants monitoring, results tracking, and reporting. Through the grants program, the recipient will have the opportunity to make a significant contribution to the U.S. Government's international response to the HIV/AIDS crisis, to agreed international HIV/AIDS targets, and to the overall global fight against HIV/AIDS. The preferred method of distribution of USAID Acquisition and Assistance (A&A) information is via the Internet. (By exception, USAID can provide the solicitation on a 3.5" floppy disk (Microsoft 97 format), via e-mail, or in hard copy.) This CBD Notice can be viewed and downloaded using the Agency Web Site. The solicitation, once issued, can be downloaded from the Agency web site. You are encouraged to access the solicitation via the Internet as this eliminates possible delays associated with mailing, In general, and particularly from overseas Missions. The USAID Worldwide Web address is http://www.usaid.gov. Select "Business and Procurement" from the home page, then "USAID Procurements." On the following screen, select "Download Available USAID Solicitations". Here you will see a list of all new solicitations. You must confirm in writing to the contact person noted above that, you have received this solicitation through the Internet. As the recipient of this solicitation document, you are responsible for ensuring that you have received it from INTERNET in its entirety. USAID bears no responsibility for data errors resulting from transmission or conversion processes. Further, be aware that amendments to solicitations are occasionally issued and will be posted on the same Internet site from which you downloaded the solicitation. Generally, the Contracting Officer will issue amendments to all those who have sent in the written confirmation of solicitation receipt. However, USAID does not guarantee that an amendment will be issued to you directly based upon written confirmation that you have downloaded the solicitation from the Internet.
