Description
This is a synopsis for a commercial item prepared in accordance with the Federal Acquisition Regulation (FAR) Part 12.6 as supplemented with additional information included in this notice. The synopsis number for this Request for Quotation is 01-174/KDR. This synopsis will incorporated provisions and clauses in effect through Federal Acquisition Circular 97-24. It is the intent of the National Library of Medicine (NLM) to procure a continuation and expansion of the current services for modules from the X-Plan health information system published by The Patient Education Institute (PEI), 100 Oakdale Campus, Iowa City, Iowa, under FAR Part 6.3, Other Than Full and Open Competition, for expanded access to consumer-oriented, multi-media enhanced, low-literacy information . PEI is the only known source that provide low-literacy health information modules across the spectrum of health care, in particular products which graphically explain diagnostic tests and procuedures PEI will assist NLM in providing 120 web-based low literacy patient education modules from the X-Plan health information system published by PEI. The interactive modules will complement information currently available on MEDLINEplus, an easily understandable World Wide Web resource for the public developed by NLM to assist consumers in obtaining the information they need to make informed decisions about health care. In the nine (9) month base period, this procurement is for the delivery of 120 modules in four installments for use on NLM's MEDLINEplus website and relicensing of 30 modules previously delivered. The procurement also includes two successive one year options for for the subsequent use of a total of 150 modules on NLM's MEDLINEplus website plus options for the delivery of up to 150 Spanish language versions. In addition to general health information MEDLINEplus provides access to extensive, authoritative information about specific diseases and conditions ("Health Topics"), including tests, procedures, and treatments for those diseases and conditions. The purpose of this procurement is to obtain expanded access to consumer-oriented, multi-media enhanced, low-literacy information to complement MEDLINEplus' most requested health topics, concentrating on the tests and procedures associated with those topics. The Patient Education Institute is the only know source that provides an online web-based application which includes modules covering a wide variety of topics across the spectrum of health care: health promotion, diagnostic tests, disease management, risks and benefits of surgery, pre-operative instructions, discharge instructions, and medications. X-Plain modules are developed using an instructional design philosophy that aims at empowering both patients and health care providers. Using plain language, simplified graphics and animation, X-Plain allows learning by reading, seeing, and hearing, creating a positive response in a broad range of the population. The PEI product meets other NLM requirements as follows: comprehensiveness of medical subject matter covered; authoritativeness and advisory panel; ease of use; low literacy/plain language content; illustrations, animation and narration to learner attention; PDF print-option; Spanish language modules for important topics; customization of display and functionality and aggregation of information from titles on a single topic. Offerors are required to complete and include a copy of the following provisions with their proposals: FAR 52.212-3, Offeror Representation and certifications Commercial Items. Clause FAR 52.212-4 Contract Terms and Conditions Commercial Items, applies as well as the following addendum clauses; FAR 52.211-5,Contract Terms and Conditions Required To Implement Statues or Executive Orders Commercial Item applies. All responsible Offerors are to submit current pricing, delivery time, payment terms, cage code, Dunn and Bradstreet number, Tax Identification Number and all applicable specifications regarding this solicitation. This notice of intent is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide professional service as stated above. Responses should sufficiently demonstrate the firm's ability to meet the government's requirements. Responses are required within fifteen (15) calendar days from the publication date of this notice.
