Description

This notice is a correction of Submission No. 50O3K1, dated 08 June 2001. This is a notice of intent to negotiate with McDonnell Douglas Corporation, P.O. Box 516, St. Louis, MO 63166-0516 on an other than full and open competitive basis to incorporate engineering change proposals MDC-AV8B-00270R2 and MDC-AV-8B-0288R1. These ECPs represent a part of the Open System Core Avionics Requirements (OSCAR) program. The OSCAR program will update the existing avionics of the AV-8B Harrier with an open system architecture using Object Oriented Design and Higher Order Language. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. MDC is the only source with the prerequisite knowledge and experience in the design and development of the AV-8B aircraft. See Note 22!!
