Description

DESC: The United States Section of the International Boundary and Water Commission, United States and Mexico (USIBWC), El Paso, TX, intends to acquire the following equipment on the basis of Other Than Full and Open Competition as prescribed by FAR 6.301-1 from Stevens Vitel Hydrological & Meteorological Systems. The requirement is for a firm-fixed price to purchase eight (8) Leupold & Stevens Recorders. SPECIFICATIONS: Type A-71, met, with Quartz Multispeed timer, Gage Scale 1.5, Chart 1 roll A-25, without float gear. Competition is restricted due to the propriety of this acquisition in which only one source has the capability and compatibility with the existing equipment to be acquired. It is necessary for the USIBWC to acquire additional recorders which are compatible with the existing recorders utilized by the Dry Gauging Stations at the Amistad Dam Site in Del Rio, TX. The direct replacements are only available from the original manufacturer of the recorders, Leupold & Stevens. It is not in the best interest of the Government to purchase another system which will not be compatible with the existing recorders. No solicitation document is available. RFQ H-12-01 is assigned for tracking purposes only. Assertion or capability to provide compatible equipment must be submitted in writing to Dolores Hinton at the USIBWC, 4171 N. Mesa, Bldg. C-310, El Paso, TX 79902 by 12:00 Noon, Mountain Daylight Savings Time on August 2, 2001. Information submitted must clearly demonstrate both company and alternate product capabilities. Responses should include business name, tax identification number, Dun & Bradstreet number, point of contact, address, telephone number (including area code). This requirement is a 100% set-aside for small business concerns (applicable Commerce Business Daily Numbered Note: 1). The applicable NAICS Code for this procurement is 334519 with a small business standard of 500 employees or less.
