Description

The Volpe National Transportation Systems Center (Volpe Center) intends to purchase on a non-competitive basis with Primagraphics, LTD, New Cambridge House, Litlington, Nr. Royston, Herts, a METEX Radar Video Recorder. This procurement will be processed in accordance with FAR Part 13. This proposed action is for supplies for which the Government intends to solicit and negotiate with only one (1) source under the authority of FAR Subpart 6.302. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses to this notice received would normally be considered, solely for the purpose of determining whether to conduct a competitive procurement. The Volpe Center is requesting that Primagraphic s LTD provide a PC-based demonstrator system, METEX, to support recording/display of ASDE-3 for the Multipath investigations and technical support for investigations of data fusion and Safe Flight 2100 studies for a period of 6 months. The METEX would include a high performance PC in an industrial enclosure, with plot extraction, record and replay, scan-conversion, an ASDE-3 Radar Input Card and full documentation. A detailed Statement of Work will be set forth in the RFQ. Small Business firms classified under NAICS Code 54199 that are interested in proposing on this requirement must respond in writing no later than 15 days from the date of this publication. Small Business firms must demonstrate its ability to: 1. Provide a system this is compatible with both the ASDE-3 radar and dat a fusion/safety assessment tools owned by the Government. 2. Take the same inputs as the Primagraphics (i.e., ASDE-3, etc.) without modification; 3. Load the Volpe software without modification; 4. Run the Volpe software with the same level performance or better than the Primagraphics system. Interested firms are requested to submit a minimum of 2 pages but not more than 5 pages of descriptive documentation describing a system comparable to the METEX system listed above.
