Description
The Commmander In Chief, US Pacific Command is seeking sources capable of providing feasibility studies to identify possible solutions that address different aspects to enhance the interaction or interoperability of multinational logistics from a Department of Defense perspective. These studies will provide recommended solutions to merge the influences of people, processes and systems within the Pacific Command Area of Responsibility (AOR) and what is known as the Coalition Theater Logistics Advanced Concept Technology Demonstration's (CTL ACTD)Management Team with comparison of best business practices. Over the course of 12 months, various academic studies will provide decision-makers with essential guidance on how CTL ACTD can influence long term operational objectives by studying the best proctices in the areas identified and to attain the following objectives: 1) Compare and contrast all functional aspects of coalition logisics based on different operations within the full spectrum of military operations; 2) Provide a "Valuated State Space Approach" (relationships between people, processes and systems) to completely understand the problem(s) identified under performing coalition logistics for missions within the full spectrum of military operations. The scope of work is to provide all management, tools, supplies, equipment and labor necessary to accomplish all tasks as described above. The contractor will need to provide the full range of functional aspects of logistics (Maintenance, Supply, Medical, Transportation, Finance, Personnel, Acquisition, and Engineering). Deliverables will be in the form of information papers, annotated briefings, and technical reports resulting from research, analysis and modeling efforts. Additional deliverables will be required and discussed in the actual competitive solicitation/award.
