Description
The US Army Engineering and Support Center, Huntsville (CEHNC), intends to award a fixed price, commercial item contract for purchase of software, license and maintenance. The contract will be for the base year, plus three (3) option years. The Request for Quotation (RFQ) will be issued under Simplified Acquisition Procedures set forth in Federal Acquisition Regulation (FAR) part 13.5, with an anticipated award date on or about August 30, 2001. CEHNC conducts annual 360 performance surveys, as well as other complex organizational surveys. This requirement is intended to procure a means to conduct these surveys, i.e. software package(s), required licenses, and maintenance agreements. Delivery date shall be not later than September 5, 2001. Software package(s) shall meet the requirements shown below. Maintenance agreements shall provide for technical support, software upgrades, training, and include those services standardized in the commercial market for maintenance agreements. A site license or unlimited (one-time purchase) license is preferred. SOFTWARE REQUIREMENTS -- 360 Surveys. There are approximately 600 employees at CEHNC. Each employee shall be able to access the surveys through Internet Browser and select raters such as co-workers, supervisors, and internal and external customers. These selected raters will utilize the software, through Internet Browser, and provide anonymous ratings on each employee by answering 20-25 questions, as well as provide written comments. A database will be controlled by a CEHNC systems administrator and secured from unauthorized access. The database shall allow for the following: 1) ten items of data including name, supervisor, senior rater, office symbol, race, sex series, grade, identification number, and rating group, 2) import and export of data, 3) five categories of questions with at least five questions per category, 4) rating of 1-10 with "not applicable" choice, for each question, 5) comment blocks. Software shall support a minimum of 50 concurrent users responding to surveys. REPORTS capability for 360 Surveys. Periodic report of number of completed surveys shall be generated upon request from system administrator. Upon completion of surveys, following reports will be generated. 1) various reports on average score of individual by each assessed objective and sub-objective, 2) compilation of comments, 3) various statistical reports. HARDWARE REQUIREMENTS. Software shall be compatible with and shall run on two servers, Dell Poweredge 1300, 9 Gb HD, two Mh processors, and Dell Poweredge 4200, 3-4.5 Gb Raid 5/HD, 1 Mh processor or equivalent. The successful quoter will provide version and restriction requirements for hardware, operating systems, Browser, and other related software. System will run in a secure socket (https) environment and requires that CEHNC define and maintain user names and passwords. TRAINING. On-site training and documentation on use and configuration of the software shall be provided to CEHNC systems administrators and technical representatives responsible for loading and maintaining software. Training shall be completed not later than September 12, 2001. ORGANIZATION SURVEYS. Software shall also run a variety of organizational surveys, including one complex Internal Partnership Survey. This survey evaluates services received between the twenty (20) organizations within CEHNC. Supervisory and non-supervisory personnel are divided into different groups. CEHNC employees respond to 10 15 questions and provide written comments. Software requirements for access, etc. are same as those for 360 surveys. REPORTS capability for organization Surveys. 1) periodic report of number of completed surveys, 2) Factors List Report which lists the criteria categories and questions under each category without numerical ratings, 3) summary report by group lists, by organization, average scores, 4) Various summary reports which provide average score for each organization, regardless of group assignment; report by group which divides supervisory and non-supervisory ratings; average score for each category and question under each category, 5) profile with factors report which provides each organization with weighted-composite score for all questions scored for its organization, 6) performance ranking report which ranks organization by score and number of respondents, 7) comments report by organization. Verbatim re-print of all comments for each organization. These reports shall be produced for overall average, regardless of group status, as well as for each individual group, i.e. Group one, Non-supervisors and Group Two, Supervisors. Schedule of deliverables, training, maintenance support, technical support, are identical to those described under the 360 software requirements. Technical evaluation criteria and a detailed statement of work shall be set forth in the solicitation, which will be posted on or about July 26, 2001. All quotations are due by close of business August 9, 2001. Also, to be considered eligible for award, the successful quoter must be registered with the Department of Defense Central Contractor Registration (CCR). It is the sole responsibility of the quoter to register in CCR. The solicitation will be posted on the Internet and will be accessible for download from the US Army Engineering and Support Center home page at www.hnd.usace.army.mil. At home page, select "Doing Business with HNC; Directorate of Contracting; Business Opportunities/Electronic Bid Solicitation." Follow the instructions on registering as a plan holder and downloading the solicitation. No paper hard copies of the solicitation will be issued. It is the sole responsibility of interested parties to register and download the solicitation. Any amendments to the Request for Quote will be posted on the CEHNC home page at the same address for the Request for Quotation. All responsible sources may submit a proposal, which will be considered by this agency. The Standard Industrial Code (SIC) for this procurement is 7372, with annual receipts not exceeding $18 million. Solicitation will be issued on unrestricted basis.
