Description
This announcement constitutes a Sources Sought Synopsis. The Air Force would like to procure a Color Common Multifunction Display (CCMFD) and Color Display Processor with a ten-year warranty, under the Falcon Flex Program. We are looking for a display and processor that would offer "best value" to the government, not necessarily lowest procurement cost. These would be Form, Fit, Function and Interface replacements for the existing display and generator. The following information is provided to assist in conducting a market survey of industry to identify potential contractors who have the skills, experience, and knowledge required to successfully complete this effort for Hill AFB, Utah. This is not a Request for Proposal or Invitation for Bid. We are seeking contractors who are interested in designing and manufacturing high reliability CCMFDs and Color Display Processors using modern technology rather than traditional build to print requirements. The F-16 Management Division's Core Avionics Branch (OO-ALC/YPVO) has a requirement for as many as 1,200 CCMFDs and 600 Color Display Processors with deliveries starting on 30 Aug 03 and ending on 31 Dec 05. The contractor will be required to provide at no cost to the government, 4 color displays and 2 color display processors for a test program beginning 31 May 02. The new color display system will replace the current black and white MFD (P/N 8000284-921) and Programmable Display Generator (PDG) (P/N 8000282-930), must include capability for future growth, and must include a programmable symbol set. There shall be no proprietary software or firmware. Any development tools utilized for this project (hardware, software, or firmware) shall become government property. The new hardware, software, and firmware must be capable of operating with the SCU-5 programmable Operational Flight Program (OFP) functionality. The new color display OFP software will be in Visual C++. The current MFD provides a display of aircraft weapons system information. This information is gathered, processed, and forwarded to the MFD by the PDG. The MFD receives the following signals from the PDG: a. Direct Current (DC) Power b. Universal Asynchronous Receiver/Transmitter (UART) c. Composite video d. Vertical Synchronization (VSYNC) e. Horizontal Synchronization (HSYNC) The PDG is a two-channel video processor. The PDG is the interface between the aircraft weapons system and the MFD. It provides the following functions: a. Communicates operator commands received from the MFD to the aircraft weapons system. b. Receives and processes display information from the aircraft weapons system for the building of composite video. c. Outputs to the MFD's two separate channels of composite video with overlaid symbology. d. Outputs to video recorders. The PDG interfaces with the aircraft weapons system through the external mux bus and through the video interface. The external mux bus provides a data path between the PDG and the aircraft weapons system. The video interface provides a signal path for up to eight external video inputs to be received by the PDG. Top-level drawings describing the MFD and PDG functions and current designs ar available upon request. Interested parties are requested to submit two copies of a summary of the capabilities and faciliies they have which will allow them to perform the development and manufacture of the new display. Rough order of magnitude (ROM) cost estimates are also solicited as an aid in the budgeting process. The requested information is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement will be accomplished. However, the Air Force will utilize the information for planning purposes. It is recognized that cost information provided by the contractor will not be bound to these estimates. The government does not intend to contract on the basis of this request or otherwise pay for the information solicited.
