Description

The United States Department of Agriculture, National Animal Disease Center intend to procure on a Sole Source basis from Johnson Controls Inc, 11318 Aurora Ave. Des Moines, Iowa. This Procurement includes purchase and installation of direct-digital (DDC) sensors and software points to extend the existing Center Building automation System, Johnson Controls (JCI) "Metasys," to animal rooms in NADC Building 4, wings 4E, 4F, and 4G. This is a sole source procurement under the authority of FAR 6.302.-1 (a) (2) (ii)]: This Sole Source Procurement follows on existing contracts for the center-wide Building Automation System which uses the Johnson Control "Metasys" computer-based control system software and compatible hardware. Use of any other source would result in substantial duplication of cost to the government/center for a) Hardware and software to integrate the sensors and software into the JCI systems. B) additional training for personnel for installation and maintenance of the alternate hardware and software. C) Additional training for operating personnel in the Central Control Room and for the Security services Contractor. D) Additional warehouse stock requirements for hardware repair. E)additional potential future costs to replace the hardware in the future to provide full compatibility to all Ames location ARS and APHIS facilities. NVSL (APHIS) and the Soil Tilth Laboratory (ARS) are currently on JCI building automation system 3) Local network and web-based access through Johnson Control Inc. M-web and M-historian software required for reports to NADC Attending Veterinarian and for documentation of Animal Care accreditation requirements.
