Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. Award will be via purchase order using simplified acquisition procedures. Request for Quotation number is RFQ R3-01-17. This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 97-27. This acquisition is unrestricted. The Standard Industrial Classification is 3669; the size standard is 750 employees. The line item(s) follow: Line Item 0001: Quantity 1 each; 96 ports digital audio conference bridge with expansion capability. Must be compatible with existing CPX Hi-Com 300E Model 80EP with 9006.6 software. Conference Bridge, 96 digital ports must be installed, with on site training at installation, FOB destination, DATA backup drive and/or backup cartridge, licensing, hardware and necessary incidentals. Equipment must be 19 inch rack mountable. Delivery and installation to be made at 333 Broadway SE, Albuquerque, NM 87102. Delivery shall be made 30 days after receipt of Notice of Award. FAR Clauses 52.212-1 and 52.212-4 are incorporated by reference. The following clauses of FAR 52.212.5, Contract Terms and Conditions required to implement statutes or executive orders, commercial items, apply to this acquisition: equal opportunity, affirmative action for special disabled and Vietnam ERA Veterans, Affirmative Action for Handicapped Workers, Employment Reports on Special Disabled Veteran and Veterans of the Vietnam Era, Buy American Act Supplies, Buy American Act North American Free Trade Agreement Implementation Act. Commercial warranty applies to this procurement. Vendors may offer an entirely different conference system and allow a trade in value for an existing 48 port Conference system. The Government may award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, cost or price and other factors considered. Evaluation of offers will be made on a best value basis. Evaluation factors in descending order of importance are (1) technical capability of the item offered to meet the Government's requirements and (2) price. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received. The Government may award without discussions. Therefore, each initial offer should contain the offer's best terms from a cost or price and technical standpoint. Responses to this solicitation are due COB August 10, 2001 and shall be mailed to: USFS, Southwest Regional Office, Contracting Office, 333 Broadway Blvd SE, Albuquerque, NM 87102. Written responses shall be submitted on company letterhead for the requested items, showing solicitation number, unit price, extended price FOB Destination, prompt payment terms and correct remittance address, and a completed copy of FAR Clause 52.212-3, Offer Representations and Certifications. Failure to complete and submit this information will render the offer non-responsive and the offer will be rejected. FAR Clauses are available at www.arnet.gov/far/. Facsimile and telegraphic offers will not be accepted.
