Description
The Tactical Air Control Party (TACP) Modernization Program Office of the Electronic Systems Center (ESC/DIGR) is seeking sources to identify technical alternatives for the acquisition of a Ruggedized Computer. The computer shall meet the requirements outlined in the Operational Requirements Document (ORD), AC2ISRC (CAF) 307-97-I/II/III, for Tactical Air Control Party Modernization, dated 9 Dec 99. The reference ORD is posted on the Hanscom Electronic RFP Bulletin Board (HERBB) located at http://herbb.hanscom.af.mil. To access the ORD, select "All" in the Type block and "Hanscom" in the Location block under the Business Opportunities heading then click on "Go". On the resulting page with the banner heading "All Opportunities Hanscom", click on "Tactical Air Control Party (TACP) Modernization Laser Range Finder" or "Tactical Air Control Party (TACP) Modernization Manpack Radio" and select the ORD from the list of "Other Files". The current plan is to purchase, in fiscal years (FYs) 2001 through 2007, approximately 740 dismounted and vehicular computers and ancillary equipment such as, but not limited to, cables, connectors, power adapters and display adapters. For commonality of logistics support and operational convenience, it is desirable but not necessary that dismounted and vehicular computers be identical as purchased. It is a requirement that both dismounted (d) and vehicular (v) computers support the Windows NT TM v4.0 operating system. Estimated quantities by fiscal year are FY01-06(d), FY02-182(d), FY03-334(249d + 85v), FY04-75v, FY05-0, FY06-71v, FY07-72v. The Government will not pay for any information received in response to this synopsis, nor will the Government compensate a respondent for any cost incurred in developing the information provided to ESC. Without written permission from the respondent, ESC will not release to any firm, agency, or individual outside the Government, any information marked "Proprietary". Responses to this synopsis must include the following: (1) documentation that describes your product and shows how it meets TACP Modernization ORD computer requirements; (2) brochures and/or other marketing material provided to Government or commercial customers for the product you're recommending in response to this synopsis; (3) information on basic and extended warranty coverage currently available for the product you're recommending; (4) a ROM estimate for the cost of your product; (5) information on any additional functionality not in the ORD that your solution provides that you believe would be beneficial to the TACP mission, (6) if your product has been officially tested by a Government organization, participated in an operational exercise, and/or participated in a Government sponsored experiment, identify any formal documentation (document tile, date and number if applicable and a point of contact and phone number for obtaining a copy) that describes how your product was used and how it performed; (7) documentation that summarizes your firm's performance on similar contracts and a customer point of contact/phone number for each contract; (8) a statement from your company regarding whether your product is a "Commercial Item" as defined by the FAR, Part 2, together with the rationale supporting this position; and (9) the size and socioeconomic status of your business (i.e., large business, small business, small disadvantaged business, 8(a) concern, veteran owned small business, service-disabled veteran-owned small business, women-owned small business, or HUBZone small business), whether U.S. or foreign owned entity.) (10) If the product you intend to offer in response to this sources sought synopsis is available through an existing contract with the U.S. Government, please identify the contract and the name and phone number of the Government Procurement Contracting Officer (PCO). The response packages should be delivered in two paper copies, limited to forty (40) pages, including brochures; software copies may be delivered along with the paper copies. The response packages are due to Mr. Dale M. Pease (U.S. Postal Mailing Address: ESC/DIGK, 5 Eglin Street, Hanscom AFB, MA 01731-2100; Note -- for commercial delivery such as FedEx, address packages to 3 Eglin Street) within 15 business days of posting of this notice in the Commerce Business Daily. Packages received after 15 business days of the date this notice appears in the CBD may not be reviewed. The Government is currently refining the acquisition strategy for the TACP Modernization program. This notice does not constitute a Request for Proposal, it does not restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government. An Acquisition Ombudsman has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
