- Description
- DESC: The Department of Defense (DOD) is seeking sources for commercially available Individual Riot Control Agent (RCA) Disperser(s)(dispersers). The disperser(s) are intended to provide the soldier with a means to spray approved RCAs and training liquids against individual personnel targets using a self-contained, portable spray dispenser. The disperser should be able to spray approved RCAs and training liquid to 15 feet against individual personnel targets, and stream spray in at least 15 one-second stream bursts. The disperser(s) shall have the ability to spray 5-6% Oleoresin Capsicum (OC), 0.1% Dibenz-(b,j)-1-4Oxazepine (CR), Ortho-Chlorolbenzalmalononitrile (CS) and a personnel safe training liquid. The disperser contents shall not be an accelerant and should be fire proof. The disperser(s) shall fit into current M36 carrying holsters designed for the Law Enforcement Ensemble (LEE). Soldiers shall be able to employ the disperser while wearing a standard work glove, law enforcement glove or riot control glove. The disperser(s) shall provide for some form of operational lock or safety position. The disperser(s) shall be constructed of materials that are non-corrosive, mold/mildew resistant and resistant to decay by petroleum products and insect repellent. The Government prefers the disperser to be available in subdued non-reflective colors. All cartridges shall include an approved for personnel use ultraviolet die for marking purposes. Operator preventive maintenance check and services should not take more than 2 minutes each time used. The disperser(s) must not interfere with or materially affect any other device, equipment or personnel. The disperser(s) shall not create hazards that may adversely impact upon the health or safeties of the soldier, degrade the soldier's performance, or degrade total system performance. The disperser(s) shall be considered a failure if the it does not expel the agent or if it fails to project the agent to ranges to 15 feet in still air when fired at an elevation of 0-10 degrees above the horizontal at the target about 5 feet above ground level. ***** This survey announcement is to identify existing mature technologies (commercial-off-the-shelf items are highly desired) and conduct sample evaluations. In accordance with Federal Regulations, companies are required to be Central Contractor Registered. Written information must include the following: Company name, address, point of contact, phone number, facsimile number, electronic mail address, and type of technology proposed; level of maturity and whether it is a concept, a laboratory prototype, or commercially available; list product capabilities and testing that has been accomplished with results; storage and operation temperature restrictions; render safety procedures and Material Data Safety Sheets; and product literature and published price list/GSA pricing. Any promotional samples may be sent to SR Transportation Office Building 714, ATTN: Joe Domanico (410-436-2180), Aberdeen Proving Ground, MD 21005-5001. Samples will not be returned. After review of the product information submitted, the Government may contact interested parties to obtain samples for evaluation. The Government may subsequently notify parties where additional evaluation may be useful, or whose product may be modified to meet the Government need for the disperser.
