Description

The United States Special Operations Command (USSOCOM), Special Operations Acquisition and Logistics Center, Directorate of Procurement, intends to negotiate on a sole source basis with ITT Avionics, Clifton NJ, in accordance with 10 U.S.C. 2304c(1) and FAR 6.302-1; "Only one responsible source and no other supplies or services will satisfy the agency requirements." USSOCOM has a contract (USZA22-98-C-0004) with ITT Avionics to modify, test, and deliver production quantities of the ECP 0093 upgraded AN/ALQ-172(V)1 line replaceable units (LRUs) and shop replaceable units (SRUs), as well as fabricate, test, and deliver production quantities of support equipment, spare SRUs and documentation selected SOF C-130 platforms. USSOCOM intends to add Option Years FY02 and FY03 to the existing requirement for services and all material necessary for repair of GFP LRUs, as well as Option Years FY02 and FY03 to the existing requirement to provide technical support for installs and initial system familiarization. The reason justifying the lack of competition is that ITT Avionics designed, developed, and produced the AN/ALQ-172(V) electronic countermeasures (ECM) system initially procured to upgrade the ECM capability of the B-52G/H aircraft in the early 1980s timeframe. As such, ITT, as the designer and developer, is the one source with all the necessary data, production tooling, test equipment, and capabilities required to successfully perform this effort.
