Description

The Department of Energy (DOE) Oakland Operations Office (OAK) plans to award a sole-source purchase order to Russian and Graphics, Inc. for translation services in support of the Highly Enriched Uranium (HEU) Transparency program between the United States and Russia. The Contractor will translate from Russian to English, and from English to Russian, the following documents: Purchase Agreement Annexes, requests for information, technical procedures/manuals, data analysis, program/personnel information and planning/meeting agendas or minutes. The Contractor will also provide interpretation for phone conferences and formal, face-to-face negotiations. A sole-source award is anticipated due to the following circumstances: (1) Russian and Graphics has provided translation services for the HEU program since its inception in 1995, and as such has a unique familiarity with the program's history and DOE's negotiation strategies; (2) Russian and Graphics has an exclusive understanding of the technical concepts and terminology used in the program, and has developed a unique programmatic and technical glossary that is used to assure consistency in how documents are translated; and (3) Russian and Graphics already possesses all necessary clearances for the work effort.
