Description

NASA/LaRC plans to issue a Request for Quotation (RFQ) for on-site basic and advanced training for the Gridgen v13 software package. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Pointwise, Inc. as the only known source who can meet agency requirements. Pointwise, who has commercialized the Gridgen code and developed version 13,is the only source for Gridgen code, maintenance and training. NASA Langley uses this software program to produce multi-block structured numerical grids for use in computational fluid dynamics analyses to support design studies of aerospace vehicles. Currently, NASA researchers need training in the use of version v13 to support development of numerical grids to support aerospace design, flow code development tunnel experiments. Pointwise, Inc. is the only known source who can provide this training. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 3, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
