Description

Notice of intent to negotiate a sole source contract with UW Dept. of Zoology (UW) for the NW Fisheries Science Center (NWFSC) in Seattle, WA. The NWFSC and Puget Sound & Willamette-Lower Columbia Technical Recovery Teams (TRTs) are multi-stakeholder groups which conduct technical analyses and develop biologically based delisting criteria for ESUs listed under the Endangered Species Act. Such analyses include quantitative and relatively qualitative approaches. Proposed contractor will work closely with NWFSC staff, the Washington Dept. of Fish & Wildlife (WDFW), Northwest Native American tribes, local governments, and universities. Proposed contractor will conduct statistical analyses, computer simulations and mathematical modeling aimed at addressing independent populations of salmonids within ESU, risk of extinction for each population, possible scenarios for a recovered ESU, and primary factors limiting recovery in each population. Proposed contractor possesses PhD and experience conducting a variety of statistical analyses using mathematical modeling to address questions about extinction risk and effects of intra- and inter-specific species interactions on populations. Proposed contractor also possesses knowledge of science underpinning recovery plannign for threatened and endangered species, experience with salmon biology, general ecological theory, computer programming skills, and extinction modeling skills.
