Description
The Federal Bureau of Prisons has a future requirement for water utility services at a proposed United States Penitentiary and Federal Prison Camp to be located in Terre Haute, Indiana. The facility will house approximately 1,100 inmates, warehouse space, ancillary buildings and other generic institutional elements. The North American Industrial Classification System (NAICS) code is 221310 (Size Standard: $5 million). The contractor will provide water service to accommodate an estimated 120,450,000 gallons of water on an annual basis, with an estimated daily usage of 330,000 gallons. Future expansion of the water service is anticipated and may include the existing facilities with service requirements of and estimated 480,000 gallons per day. It is estimated that water service will be required for delivery to the point of connection with a residual pressure of 75 -- 100 psi. The domestic water flow is estimated at 1,100 gpm, which includes the estimated peak average daily demand. Fire flow must be available at a flow rate of 2,500 gpm for a minimum duration of 90 minutes. Actual pressure and flow requirements shall be determined by the final design of the facility. A permanent water service connection shall be available by June 1, 2003. Permanent service commencement date, including fire and domestic, of January 1, 2004 is required. The resulting contract will be a firm-fixed price with economic adjustments and shall have a performance period of a minimum of one year and maximum of ten years duration. The following factors shall be used to evaluate offers. The evaluation factors with the exception of price are listed in descending order of importance: past performance, technical, small business subcontracting, and price. All responsible sources may submit an offer which shall be considered by the Agency. Market research is being conducted to determine interest and capability of potential sources for this requirement. Do not submit capability statements. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate an respondent for any cost incurred in developing information provided to the Government. The Market Survey, which includes instructions for submitting a proposal, will be available on or about August 8, 2001.
