- DTCG87-01-B-643A11 -- BID DATE IS CHANGED TO 9/10/01 -- REPLACE BOATHOUSE AT USCG INTEGRATED SUPPORT COMMAND (ISC) KETCHIKAN, ALASKA; work includes providing all supplies, materials, equipment, transportation and performing the labor to demolish and dispose of existing 56 ft X 82 ft one story metal building and fuel oil tank and supply system. Furnish and erect a pre-engineered 57 ft X 100 ft complete one-story metal building system with mezzanine level. Installation shall include fuel oil tank, utilities, i.e., water, sewer, electrical and telecommunications along with site improvements, traffic barriers, handrails and associated work. Erection of the building will require the use of barge and crane equipment. The estimated cost range for this project is between $500,000 and $1,000,000 dollars. The time for completion of all the work is 270 calendar days from contract award. The work required by this solicitation is identified as North American Industry Classification System (NAICS) Code #233320 and the applicable size standard is $27.5 million dollars in annual receipts for the past three years. All responsible sources may submit a bid. This solicitation will not be issued in paper form. All relevant solicitation documents, including specifications and drawings may be accessed for download beginning on the date of issue (estimated to be August 10, 2001) at the following site: http://www.eps.gov. Any amendments issued to the solicitation will be posted solely on this web site. Prospective bidders are responsible for checking the web site for amendments up to the date and time of bid opening. NO PLANHOLDERS LIST WILL BE AVAILABLE FOR THIS PROJECT. This procurement is issued pursuant to the Small Business Competitiveness Demonstration Program, Public Law 100-656, as implemented by the OFPP Policy Directive and Test Plan dated 8/31/89. This is not a small business set-aside. All responsible sources may submit a bid which shall be considered by the U. S. Coast Guard. For Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short- term working capital assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guarantee of the bid bond amount to a surety against losses. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
