Description
The National Institutes of Health, National Institute of Mental Health, intends to negotiate with CTI Pet Systems, Inc., 810 Innovation Dr., Knoxville, TN 37932, to furnish and install a high resolution research tomograph (HRRT) pet camera with the following salient characteristics: (1) Shall have sensitivity of greater than 1,500,000 cps trues/uCi/mL with a 350 keV LLD (lower level of detection). (2) Shall be capable of providing whole body imaging of small animals such as rats and mice. (3) Shall use a scintillator with a decay time of less than 70 ns to accommodate high count rate conditions. (4) Shall be capable of visualizing and quantifying small structures of the brain that are thought to play pathophysiological roles in several neuropsychiatric disorders. (5) Shall have resolution of less than or equal to 3mm, with sensitivity above 40 cpsBq/mL. (6) Shall have in-plane resolution (r 1 cm) of 3.0 x 3.0. (7) Shall have axial resolution (r 0 cm) of 3.0. (8) Shall have axial resolution (r 10 cm) of 3.0. (9) Shall be dual crystal design to gain depth of interaction information on localization of the object being scanned. (10) Shall use high speed scintillators in the dual crystal depth of interaction design utilizing lutetium orthosilicate for detection. (11) Shall utilize FPGA-based processing electronics to assure upgrades of hardware capability and functions via software download. (12) Shall have onboard diagnostics with 100% coverage of all digital electronics. (13) Shall be an investigative research device and not necessarily FDA 510K approved. (14) Acquisition system shall be based on PCI backplane, Intel architecture. (15) Acquisition system shall have minimum 8.0 Mevents/sec peak acquisition rate. (16) Acquisition system shall have minimum 3.5 Mevents/sec online histogramming continuous duty. (17) Acquisition system shall have minimum 2.5 Mevents/sec, 64-bit listmode acquisition continuous duty. (18) Acquisition system shall have minimum 5.0 Mevents/sec, 32-bit listmode acquisition continuous duty. (19) Acquisition system shall have minimum 290 GB acquisition disk array. (20) Acquisition system shall utilize Siemens Syngo software architecture. (21) Display system shall be 21 inch digital color display. (22) Workstation system shall utilize minimum dual CPU 1GHz. (23) Workstation system shall utilize minimum 36GB local storage. (24) Ethernet switch shall be minimum 100 Mbit/sec. The required equipment is proprietary and commercial as defined in FAR Part 2. CTI Pet Systems, Inc. is the only known source capable ofproviding the required equipment. This contract action is under the authority of 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1 and HHSAR 306.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals however all responses within 10 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement.
