Description

The Bureau of Indian Affairs, Western Regional Office, requires the services of an electrical power consultant which can provide all labor, materials, equipment and services to complete an Electrical Power Rate Study and Performance Review for the Colorado River Agency, Parker, La Paz County, Arizona. Technical proposals will be required. Technical evaluation factors, in relative order of importance, are as follows: (1) General Quality and Responsiveness: Knowledge and experience in completion of an electric rate study, review and evalution of management and operating practices of utility organizations involved in the generation, transmission, distribution and marketing of electric power at the retail level, and Knowledge of principles and trends resulting with respect to deregulation; (2) Organization and Personnel: Evidence of good organization/management practices, qualifications of key personnel, including experience, education and backround, demonstrated esperience in the satisfactory completion of performance in this field for a miminum of two years, and geographic location; (3) Technical Approach; (4) Price.
