Description
FDA has the requirement to acquire the services of a Board Certified (ACLAM Diplomate) Laboratory Animal Veterinarian that has the following capabilities:  The ability to effectively interact with the Institutional Animal Care and Use Committee (IACUC) members, Study Directors and Principal Investigators, Research Coordinator and other animal program managers within the Center for Drug Evaluation and Research (CDER) and the animal husbandry contract staff servicing the CDER animal facility.  The ability to effectively interact with other FDA veterinarians and animal program managers of other Centers, in particular the veterinarians with whom CDER is to share space for the remainder of the time they are located in their current site. This situation is acknowledged to be under less than favorable conditions and will need a strongly qualified person to successfully carry out this task.  An extensive and effective knowledge, guidance and monitoring of animal care and use programs to maintain a current AAALAC accreditation.  Extensive experience and knowledge of numerous physical plants and physical plant requirements of animal facilities to assist the CDER animal care and use program with the planned White Oak complex and maintain CDER AAALAC accreditation in the new facility.  Provide Veterinary Care Services, including providing coverage by another ACLAM Diplomate in the case they would not be available. The specific tasks required for the statement of work are as follows: Direct Veterinary Care Services  Examine animals from approved vendors for release to study  Perform regularly scheduled weekly rounds, which would include clinical observations on animals in the CDER MOD-1 facility. Daily observations will be performed by animal care personnel (contract staff) who will be indirect contact with the veterinarian to solve health care issues that may arise.  Be on call for emergencies, including either being reachable by telephone, pager, etc. on weekends and weekdays. The response may either be by coming to the facility or providing telephone consults, based on the nature of the emergency and their professional opinion regarding the emergency. If the contractor is unavailable for service, it will be their responsibility to arrange for another veterinarian (preferably with the same level of veterinary expertise in the field of laboratory animal medicine) to cover for them during their time of unavailability. It is the veterinarian?s responsibility to notify the Project Officer in advance and to provide the phone number/pager number of the replacement veterinarian so this information can be passed on to the animal care program managers and animal husbandry staff.  Provide consultation services for surgical procedures, such as cannulations for a variety of species, or other research procedures that may not be routine. Provide review of technical staff to assure technical procedures are performed humanely.  Review vendor health reports as received to assure the highest quality source and/or facility of the requested animals are used. Contact vendor veterinarians to discuss findings of questionable health reports.  Participate in the decision-making processes involved in euthanizing sick or moribund animals. As required by animal welfare regulations, to assure animals are not undergoing unrelieved pain, the veterinarian is responsible for assuring the animal is euthanized.  Manage the disease surveillance program for CDER at MOD-1, including ordering necropsies and diagnostic microbiology and virology through the CDER Research Coordinator. Administrative Services  Serve as the Attending Veterinarian at the monthly CDER IACUC meetings.  Serve as the CDER Veterinarian on the monthly MOD-1 Animal Facility Oversight Committee.  Provide input and oversight, by attendance or consultation, with the CDER program personnel and planning personnel, for planning the White Oak animal facility initiative. This input is required to assure the physical plant of the facility meets the requirements for being able to maintain the AAALAC certification that CDER has in MOD-1.  Attend and participate in the FDA Research Animal Council (FRAC), as one of the CDER members, three times a year.  Attend and participate in internal CDER pre-study meetings to assure that all parties involved with that particular approved animal based protocol have the same objectives and tasks to be performed by each of the parties. Other program requirements  Oversee/provide animal care and use training for CDER personnel, along with the Research Coordinator and other IACUC members, at least annually.  Interact regularly with the Research Coordinator to discuss improving the animal care and use program requirements. This input is required to assure the program continues to meet the requirements for being able to maintain the AAALAC certification that CDER currently has in MOD-1 and will need to continue in White Oak.  Interact with Study Directors as needed to provide veterinary , laboratory animal husbandry, or technical information to assist with the preparation of animal based protocols or performance during the in vivo portions of those animal based protocols. This requirement is being awarded on a sole source basis. Therefore, no solicitation will result from this announcement.
