Description

The Volpe National Transportation Systems Center Intends to solicit utilizing Simplified Acquisition Procedures (SAP) on a non competitive basis from Flight Transportation Associates Cambridge, MA to provide technical and analytical support to modify or create Traffic Flow Automation System (TFAS) adaptations, review and evaluate the performance of this system, refine the concept definition, and analyze the TFAS source of predictions versus the current system. Small Business firms classified under NAICS Code 54199 that are interested in responding must: 1) have long standing experience in the areas of flight management, air traffic management and human factors and 2) have direct experience working with TFAS. Small business firms will be required to submit one page of documentation in support of each criteria listed above prior to receiving a Request for Quote (RFQ). This proposed action is for services for which the government intends to solicit and negotiate with only one source under the authority 6.302. This notice of intent in not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses to this notice received will normally be considered, solely for the purpose of determining whether to conduct a competitive procurement. RFQ Issuance will be on or about August 12 2001.
