- The U. S. Department of Commerce, National Marine Fisheries Service, intends to procure services through the University of North Carolina, Wilmington, N. C., the only known source, for a detailed survey and assessment of the baseline distribution of Halophila johnsonii (Johnson's seagrass) at its southern distributional limit. The National Marine Fisheries Service (NMFS) plans to implement a comprehensive recovery plan for the seagrass which was recently listed as a threatened species under the U. S. Endangered Species Act (ESA). The NMFS needs information on the distribution , ecology, physiology, reproductive biology, dispersal mechanisms, population dynamics, and genetic diversity. The objectives of the project are to (1) Conduct a survey to map the location, extent, and abundance of existing populations of Halophila johnsonii in Biscayne Bay, Florida; (2) Utilize monitoring methodologies recommended by the workshop conducted as part of project 0-2001-SER-2, at the southernmost locations; (3) Conduct in situ field measurements and controlled mesocosm studies of photosynthesis and pigment composition to characterize how photophysiology controls distribution; and (4) Sample selected populations for assessment of morphometric and genetic diversity. The following criteria will apply: (1) Qualifications of Offerors, which includes a minimum of three years experience in this type work.. (2) Evaluation of the relative importance of technical criteria versus cost to the Government. And, (3) Evaluation Criteria for Detailed Survey and Assessment of Johnson's seagrass at its Southern Distributional Range. The criteria component includes the following more specific requirements: Direct experience in conducting seagrass surveys. Direct survey experience of Johnson's seagrass. Expertise in physiology and reproductive biology of Johnson's seagrass. Expertise in studying the genetic diversity and phylogeny of Johnson's seagrass. Available research facility with a plant physiology and genetics laboratory and cultivation facilities for marine plants. An adequate number of trained staff and proper equipment. Involvement in development of Johnson's Seagrass Recovery Plan and Critical Habitat designation. Experienced with DGPS in seagrass surveys. Knowledge of ArcView. Reciprocity with NURC. And, knowledge of the waters. The project duration is 12 months. These services are being procured under FAR Part 13, Simplified Acquisitions procedures. NAICS code 541710 applies.
