- Description
- The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. It is anticipated that this solicitation will be issued electronically on or about August 20, 2001, on the Department of Interior's National Business Center (NBC) web site, at http://ideasec.nbc.gov Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Proposal documents will be available in Microsoft Word, HTML and Adobe PDF, Specifications will be available in Adobe PDF format, and drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the http://ideasec.nbc.gov site for all information relevant to this solicitation. Plan holders will be required to visit this website periodically to check for amendments and other changes to the contract documents. No other notifications will be sent. -- DESC: The National Park Service is seeking proposals for the general construction of a new visitor / orientation center for New River Gorge National River. The 9-acre site lies near the City of Sandstone, West Virginia at the intersection of State Highway 7 and Interstate 64. Work includes the construction of adjacent Visitor Center, Restroom and Service buildings which collectively total approximately 11,500 square feet. The project includes miscellaneous site grading, paving, concrete and stone walkways, and site utilities. This project has been designed with a focus on sustainability and energy efficiency, and the Government has contracted for the growing of native specie plant material. This material will be Government-furnished for Contractor installation. Submitted proposals will be evaluated on both price and technical qualifications. A panel will evaluate technical proposals on the following criteria: 1) Experience of firm; 2) Experience in effective project management; 3) Specific trade expertise related to this project including stone masonry work, HVAC systems including Direct Digital Controls, Building finish work, Decorative terrazzo work, Geothermal well drilling and installation, Metal roofing systems, Paving and flatwork, and Photovoltaic systems; 4) Experience in native plant landscaping; 5) Qualifications of team's key management personnel; and 6) Organization of construction team. The performance period of the contract will be four hundred and eighty calendar days. This procurement is open to both large and small businesses in accordance with the Small Business Competitiveness Demonstration Act. The estimated range is between $5,000,000 and $7,000,000. All responsible sources may submit an offer which will be considered.
