Description

Notice is hereby provided of the Government requirement to install security enhancements in all IRS occupied spaces at the Leo O'Brien Federal Office Building, Albany, NY. The successful contractor shall furnish all necessary labor, materials, equipment, tools and supervision. The various security devices include, but are not limited to, installation of an enrollment station/data transmission media computer at a location in Albany, NY and an electronic entry control system. The contractor shall remove existing electronic control panels, door strikes, motion detectors and door contacts. The devices shall include all components to insure a complete and fully functional operating system. The contractor will be responsible for moving or relocating any furniture or equipment in order to install any equipment. Any building components altered in any way must be refinished and comply with all building codes. This procurement is open to competition among both large and small business concerns pursuant to the Small Business Competitiveness Demonstration Program (FAR subpart 19.10). The magnitude of this construction project is estimated between $100,000 and $250,000. The North American Industry Classification System (NAICS) code is 235310 and the size standard is $11.5 million. Performance and payment bonds will be required following award pursuant to the Miller Act. A bid guarantee is also required. The solicitation will contain a 10% price evaluation preference for HUBZone small business concerns pursuant to FAR 52.219-4; an additional 10% Price Evaluation Adjustment will be available to small disadvantaged business concerns from the states of CT, IA, KS, MA, ME, MN, MO, NE, NH, ND, RI, SD, VT) pursuant to FAR 52.219-23 (ALT II). The required construction completion date is 90 days commencing one day after the notice to proceed. The tentative solicitation release date is no earlier than 15 days after publication in the Commerce Business Daily. All responsible sources may submit a proposal that will be considered by the agency. The solicitation, amendments to the solicitation and specifications will only be available for downloading on the GSA FedBizOpps website at www.fedbizopps.gov. Hard copies of drawings will be available for viewing at the Upstate Property Management Center, James M. Hanley Federal Building, Syracuse, NY and at the Building Manager's Office at the Leo O'Brien Federal Office Building, Albany, NY. Contractors are requested to provide a street address as compact disks (CD ROM) for drawings will be sent by overnight delivery and cannot be delivered to a post office box. Only one disk drawing package will be provided per contractor. Contractors should request E-mail notification from FedBizOpps in order to remain apprised of solicitation availability. E-mail all requests for CD ROM drawings including Contractor e-mail address to the attention of Joan Koeppe at e-mail address shown.
