- FISC Norfolk Det. Phila intends to acquire services of personnel on a full and open competitive unrestricted basis in support of the Digital Imaging Network-Picture Archiving and Communication System (DINPACS)in the Radiology Department at Naval Medical Center, Portsmouth, VA. Requirement will be solicited as a commercial items acquisition IAW FAR part 12. Contractor will provide the following personnel: 1 each Service Administrator (Med Physicist), 1 each System Architect/Engineer, 1 each System Administrator, 4 each System Service Technician, 10 each Clinical Service Technicians and 2 each DINPACS Admin Clerks. Duties and responsibilities among the various personnel include but are not limited to: development and implementation, system backups, system recovery, system maintenance, and user training, Quality Control Review and Diagnostics, management of various systems, management and administration of a web server utilizing a RadWorks interface to query patient information, design and implementation of workflow procedures, evaluation of the efficiency and effectiveness of imaging protocols and selection of processing parameters, recommendations to improve protocols, accepting digital and analog images and evaluation of each image for position, quality, correct processing algorithm and patient identification, trouble shooting of computer radiology systems and laser imaging equipment, and monitoring of equipment and documents. =20 The resultant contract will provide for a base period of 11 months with four one-year option periods. It is anticipated that contract services will start approximately 1 November 2001. The solicitation will be evaluated on a best value basis, with the technical proposal being more important than price. The technical factors are: Management Plan, Past Performance, and Extent of Participation of Small Businesses, Small Disadvantaged Businesses, Women-Owned Small Businesses, and Historically Black Colleges or Universities and Minority Institutions in Performance of the Contract. =20 A firm fixed price commercial items type, indefinite delivery, indefinite quantity purchase order is anticipated. The applicable NAICS Code is 621512 with a size standard of $10M. All responsible sources may download the solicitation and submit a proposal which shall be considered by FISC Norfolk Det. Phila.
