Description

This is a notice of intent for NASA/Goddard Space Flight Center (GSFC), Greenbelt, MD to issue a draft Request for Proposal (DRFP)5-01069-107, on or about September 4, 2001, for industry comment. The procurement will be set-aside for 8(a) Hubzone firms, and will be conducted on a competitive basis. It is anticipated that this will be a fixed price award fee/fixed price indefinite delivery/indefinite quantity type contract with a two year basic period of performance and 1 three-year option. It is anticipated that oral presentations will be conducted. The RFP requires that the contractor provide, operate, and maintain an armed, uniformed protective security force for the physical protection of the NASA security interests and to provide the management, supervision, and administration. In addition, the contractor shall provide professional and technically trained personnel, equipment, and supplies necessary to perform a wide range of varied and continuing security and security related duties at GSFC. These security support services include locksmithing, electronic security, classified document control, material destruction, security contained (safe) tracking, identification services, key and keycard control, investigative services, personnel security support, weapons maintenance, emergency medical technical personnel, and other such related duties. Also, the contractor will provide uniformed protective security for the physical protection at the Goddard Institute for Space Studies (GISS) in New York City, and to provide uniformed and support security services as deemed necessary or appropriate at other NASA facilities under GSFC control or responsibility. The provisions and clauses in the DRFP are those in effect through FAC 97-27. The Government does not intend to acquire a commercial item using FAR Part 12. This procurement is an 8(a) Hubzone small business set-aside. The NAICS Code and Size Standard are 561612 and $9M, respectively. The DPAS rating for this procurement is DO-C9. The anticipated release date of DRFP5-01069-107 is on or about September 4, 2001. All comments on the draft are due within 20 days of actual release of the draft. All qualified responsible 8(a) Hubzone sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
