Description

It is the intent of the National Library of Medicine (NLM) to procure specialized creative video production and post-production services for a continuation of services currently being provided by Vilsack Productions, Arlington, VA 22207 in an effort to raise public awareness about the services and programs of the NLM. This is sole source procurement and will be procured using FAR Part 6.302. Vilsack Productions will 1) produce a 6-minute and a 12-minute "highlights" video for viewing by the public in the NLM Visitor's Center, and 2) produce revised print public service announcements for Medlineplus. With respect to task one, Vilsack Productions will provide all prep and shooting, and direction, production, and post-production in high definition (HDTV) of the NLM Visitor's Center video. With respect to task two, Vilsack Productions will work closely with NLM in the creative development of revised print public service announcements and inclusion of key messages. After meeting with numerous production firms and other potential contractors, NLM has determined that Vilsack Productions is the only vendor capable of providing the services listed above in consistency and uniformity of the current project. Vilsack Productions is uniquely qualified to assist NLM in its video production needs based on Vilsack's expertise, familiarity and knowledge of the NIH working environment. Vilsack has experience in working with the National Institute on Aging, the National Eye Institute, and the NLM itself. This company has an understanding of the NIH and NLM structure, health and science content, science and biomedical research involved and the audiences that the NLM needs to reach. Additionally, Vilsack Productions was responsible for successfully developing the script upon which the new Visitor's Center will be based, and was also responsible for creating the print public service announcement campaign currently under revision. Most importantly, Vilsack Productions has spent two years researching, analyzing, writing, directing, and producing programmatic elements of the National Library of Medicine which together will form the necessary components of a comprehensive overview of the activities and capabilities of the NLM. Vilsack has over twenty years of experience in providing video production services and over nine years of providing this service to NLM and other NIH Institutes. This is not a Request for Quotations (RFQ), nor is a RFQ available; however, all responsible and responsive sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide all services as specified and listed above. Responses should sufficiently demonstrate the firm's ability to meet the government's requirements. Responses are required within fifteen (15) calendar days from the publication date of this notice.
