Description
This is a Modification to the Solicitation with Submission No. 50U0T4.17. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The USDA, Forest Service, Region 3, Lincoln National Forest, located in Southern New Mexico, plans to award a Firm Fixed Price Commercial Supply Contract for some Site Shelters Pre-Engineered Manufactured Steel-Framed Shelter w/Metal Roofing. This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 97-27. This will be required in six (6) weeks, There will be two (2) line items. Each line item will be unit of issue each. Line Item #1: Site Shelter Pre -- engineered / Pre Manufactured Steel Framed shelter w/metal roofing. Model No. HEX44M-P as manufactured by POLIGON Inc. Brand Name or Equal. Line Item #2: Site Shelter Pre -- engineered / Pre Manufactured Steel Framed shelter w/metal roofing. Model No. REX40M 3P as manufactured by POLIGON Inc., Brand Name or Equal. SECTION INCLUDES: Design & Furnishing Prefabricated metal shelters. REFERENCES: American Institute of Steel Construction (AISC), American Iron and Steel Institute (AISI) Specifications for Cold Formed Members, American Society of Testing of Materials (ASTM), American Welding Society (AWS), Steel Structures Painting Council (SSPC-SP2) as outlined in AISC 6.5. SYSTEM DESCRIPTION: Design Loads: UBC (1997 edition) 30 pounds per square foot snow load, 100 mile per hour wind speed, seismic zone 1. Design Method: per applicable building code. The pre-engineered package shall be shipped as a pre-cut and pre-fabricated package that shall include the structural frame members, roof material, fasteners, trim and installation instructions. The structure shall be shipped in knocked down for minimum shipping charges. Field labor will be kept to a minimum by pre-manufactured parts. No onsite welding shall be required. Connection bolts shall be concealed within the tubing where possible. SUBMITTALS: Submit 1 set shop drawings and 1 set structural calculations signed and sealed by a Professional Engineer licensed in the State of New Mexico. Structural calculations shall show the following code information: Building Code [ UBC ], [1997] edition, [30] psf snow or live load, [100] mph wind speed, seismic zone [1 (one)]. QUALITY ASSURANCE: Provide evidence of commitment of quality craftsmanship as demonstrated by the following; SUPPLIER QUALIFICATIONS: The product shall be designed and produced at a facility owned and directly supervised by the supplier. The product shall be shipped from a single source. The supplier shall have been making steel frame pre-manufactured shelters for a minimum of five years and list three similar projects in the territory. Membership in American Institute of Steel Construction, Membership in American Welding Society, Full time on-staff licensed engineer, Full time on-staff quality control manager, Published quality assurance manual, Full time on-staff AWS certified welding inspectors, Continued certification by an independent inspection agency, Maintain quality control program equivalent to U.S. military's Mil I. CERTIFICATIONS: Welder certificates and AWS welding inspector certificates. DELIVERY AND STORAGE: Unload materials with necessary equipment (no hand unloading), store covered out of weather, and keep out of direct sun. Inspect parts within 48 hours of delivery, compare with manufacturer's bill of material, and report any missing or non-conforming parts to manufacturer within this time. WARRANTY: Supply manufacturer's standard five year warranty. PRODUCTS: MODEL NUMBER: HEX44M-P and REK40M-3P as manufactured by POLIGON or accepted equal. ACCEPTABLE MANUFACTURER: POLIGON, a Division of W.H. Porter, Inc., Holland, Michigan, (616) 399-1963 or approved equal. Alternate suppliers must meet the qualifications and provide proof of certifications as mentioned herein. MATERIALS: Structural framing: structural steel tube minimum ASTM A500 grade B or cold formed box sections minimum ASTM A570 grade 55. "I" beams, tapered columns, open channels, or wood products shall not be accepted. Compression ring: structural channel or welded plate minimum ASTM A36. Fasteners: ASTM A325 structural bolts, ASTM A307 anchor bolts, self tapping screws, rivets. Metal roofing: 24 gauge galvalume factory finished with Kynar 500 paint system. Ribs shall be 1-3/16" high 12 inches on center. Panels shall be three feet wide, and angles shall be factory cut. Ribs shall run with the pitch of the roof for proper drainage. Color shall be Kelly Green. Metal roofing trim shall match the color of the roof and shall be formed from 26 gauge painted galvalume steel as follows: PANEL END CAPS shall be prebent to a "U" shape to fit over ridge end of roof panels. The inside of the "U" shall match the roof color. RIDGE CAPS shall be preformed metal strips with a single central bend to match the roof pitch. They shall be hemmed on the sides. On all GOX and GOC models, a small sheet metal CUPOLA shall be supplied the same color as the roof panels. On all other models, a preformed metal ROOF CAP shall be supplied. "J" CHANNEL shall be shaped like a "J" with colored metal on the outside wrapped around 20 gauge galvanized core material. "J" channel shall be applied all along the eave to strengthen and straighten the eave. Both colored metal and galvanized core shall have 7/16" weep holes 6" on center. EAVE SPLICE CHANNELS shall be provided to fit behind "J" channel butt joints to create strength at the joint and maintain a straight eave line. SPECIAL "J" CHANNEL CORNER TRIM shall be provided which fits over the main "J" channel to simplify final detailing of corners. ACCESSORIES: None FABRICATION: All base plates, stiffener plates, U-clips, and end plates shall be factory welded into place and bolt connection holes shall be factory cut. Welded connections shall be made by certified welders in accordance with AWS Specifications and be supervised by an AWS certified welding inspector. Factory frame finish: double corrosion protection according to the following procedure: The steel shall be shot blasted to near white condition. Cationic Epoxy Electrocoat applied with 0.4-1.2 mil thickness. TGIC polyester powder coated with 3-6 mil thickness. Cured to accomplish heat fusion. Color to match: Homestead Brown (SW2034) as manufactured by Sherwin Williams Paint Co.. EXECUTION: The shelter shall be set on prepared footings or concrete slab by others. Footing details shall be designed by an engineer retained by other than the manufacturer based on load information provided by the manufacturer. Foundation will be constructed to local codes, and good construction practices for the specific site conditions. The structure shall be attached to the top of the concrete by use of anchor bolts furnished by the manufacturer. Anchor bolts shall be inside the column. (All "PAV" structures and other custom structures may require four external anchor bolts per column.). Install according to manufacturer's plans and these specifications. If installing a wood roof deck such as structural insulated panel or tongue and groove, underside of wood materials shall be sealed before installation per architect's or owner's recommendations. C. When unloading, pad forks and use other precautions to protect powder coat finish. (Do not use chains or buckets to move materials.) Field handle carefully to avoid scratching powder coat finish. Before installing roof deck, clean steel and touch up scratches and chips in powder coat finish using touch up paint from manufacturer. The following clauses and provisions will be incorporated by reference for this solicitation; Provision at 52.212-1, Instructions to Offerors Commercial, Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, provision at 52.211-6 Brand Name or Equal, Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition, Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition, Contractors will provides bids on the entire project. Payment for the awardee will be by Electronic Funds Transfers. RFQ-R3-08-42-01 will be issued as a Request for Proposal The RFQ due date is August 20, 2001 at 1600.
