PROJECTION TELEVISION, NEC (HI-LUMENS); mirror and lens system for projection TV (rear projection); AMX hub component; touch panel A/V switch system; wiring/cabling; DVD/CD/CD video player; documentation (operator manuals, warrnaty, etc.); 3-year extended warranty; speaker system, A/V external switcher (for guest laptop operations) per statement of work shown below: STATEMENT OF WORK (SOW) BLDG. 1193 MAIN BRIEFING ROOM UPGRADE Ellington Field Air National Guard Base, Houston, Texas This statement of work (SOW) contains a recommendation format for upgrading audio and video components for the main briefing room (MBR) in building 1193 at Ellington Field, Houston, Texas. It may be used by all persons or organizations that prepare, use, award, and administer these contracts. The standards describe the minimal acceptable standards for type equipment, installation, and functionality/compatibility of all components. When local conditions dictate, modifications should seek the highest standards attainable at a reasonable price. SECTION 1 GENERAL 1.1 SCOPE OF WORK: The contractor shall furnish all management, labor, transportation, equipment, audio and video components, wiring, installation, testing, warranties and documentation for upgrading the MBR in bldg. 1193. 1.2 QUALITY CONTROL: The contractor is responsible to establish and have an active quality control plan. 1.3 INSPECTION OF SERVICES. 1.3.1 Inspection Service. The contractor shall provide and maintain an inspection system acceptable to the government covering the services under this contract. 1.3.2 Inspection and Testing. The government has the right to inspect and test all the services called for by the contract, to the extent practicable, at all times and places during the term of the contract. 1.3.3 Nonconformance with Contract Requirements. If any of the services or equipment do not conform to the contract requirements, the government may require the contractor to re-perform the services or equipment in conformity with the contract requirements, at no additional expense to the government. 1.4 HOURS OF OPERATION: The contractor will have access to the contract area (MBR) 9am to 1600pm, Monday through Friday, except designated federal holidays, state holidays, and designated Unit down days. The government shall provide in advance an operational schedule to the contractor. SECTION 2 DEFINITIONS 2.1 TECHNICAL DEFINITIONS PECULIAR TO THIS STATEMENT OF WORK (SOW) 2.1.1 Contracting Officer Representative. An individual appointed in writing by the contracting officer to perform expresses contract administration functions. 2.1.2 Main Briefing Room. Area of Building 1193 on the Department Of Defense campus of Ellington Field Air National Guard Base, Houston, Texas. May be abbreviated as MBR within this SOW or in the contract. 2.1.3 Audio/Video. May be abbreviated A/V within this SOW or in the contract SECTION 3 SPECIFIC TASKS 3.1 GENERAL 3.1.1 Services Provided. The contractor shall provide services to individuals and organizations on one location. Services will be provided in accordance with the terms and conditions of this contract. The contractor shall install audio and video equipment components, wiring installation, labor, Extended Warranties and programming requirements contained in the workload data. 3.1.2 Workmanship. Delivered components, installation, wiring standards, and programming shall conform to the generally accepted industry and local standards of quality, finish, appearance, packaging, and desired overall effect. The quality of work shall be open to inspection of conditions, operation, and conformity at any time by a representative of the government. The government representative reserves the right to perform or cause to have perform any test necessary to determine the operating condition, installation work, and functionality of all components and installation equipment delivered and installed by the contractor. 3.1.3 Classification of Items. 3.1.4 Reperformance. Any items or services found to be unsatisfactory shall be replaced or reaccomplished by the contractor at no additional cost to the government. 3.1.5 Repair. The contractor shall repair, at his expense, all damages or alterations to government property or facilities, unless otherwise agreed upon, in advance, with the government representative. 3.1.6 The contractor shall be responsible for pickup, delivery, and transportation of all materials and services required to meet the necessities of this contract. This service shall include loading, unloading, segregating, transporting, counting and obtaining necessary documentation for all materials and services. The contractor shall provide his own vehicles and they shall be maintained in safe operating condition at all times. The contractor shall establish routes so as to gain access to the base. 3.2 MINIMUM REQUIREMENTS FOR EQUIPMENT, LABOR, AND SERVICE FOR MBR 3.2.1 Switching Hub -- Ties in and controls all required audio/video components and MBR lighting controls required per this SOW 3.2.2 Touch Panel System -- Ability to control all required audio/video components and MBR lighting controls required per this SOW. Must have graphical interface. Color is not a requirement. 3.2.3 RF Handheld Remote -- Ability to advance and back-step slides in Microsoft PowerPoint presentations on an IBM compatible computer running the Microsoft Windows2000 Operating System. Must use RF frequencies. Range of device must be able to operate anywhere in the MBR to include storage/projection area. 3.2.4 Projection TV -- 2500 ANSI lumens (or greater) -- 2 SVGA video source input ports -- Compatibility with remote controlling device hub -- Image size as required to satisfy screen dimensions to conform to SOW -- Must project image area of already installed glass projection screen in the MBR (Visible screen size is 100 inches) 3.2.5 Projection TV Mirror System -- As required to conform to SOW and those of projection TV selected to appear on installed projection screen 3.2.6 Programming Labor -- As required to conform to SOW 3.2.7 Wiring -- As required to conform to SOW 3.2.8 Amplifier/Tuner: -- FM Stereo/AM digital tuning -- Input connection for digital audio sources compatible with selected DVD component in 3.2.10 -- Dolby Digital decoder with 5.1 channel output 3.2.9 Audio/Sound Upgrade -- Rewire of speaker system to conform to 5.1 channels of audio. 3.2.10 DVD/CD/ Video CD Player: -- Must be capable of playing all DVD/CD formats to include: DVD, CD, Video CD, as well as audio encoded CD-R and CD-RW disk. (Compatibility with Pioneer CD-5 video format is not required) -- Composite video output -- Digital audio output compatible with selected amplifier/tuner component in 3.2.8 -- Built-in Dolby Digital decoder with five channel analog audio output compatible with RCA cabling 3.2.11 Labor Installation -- As required to conform to SOW 3.2.12 Documentation -- All manufacture's manuals, instructions, warranties and Contractor's custom instructions and warranties to each component installed by the contractor (Does not include preexisting components already on-site in MBR). 3.2.13 Rooms Light Controls -- Access and control all light component groupings in the MBR. Required through touch panel control unit 3.2.14 Extended Warranty -- Minimum three-years coverage. All labor, travel, repair, and replacement cost shall be born by the manufacture and/or the contractor as their agent throughout the term of the warranty contract. 3.2.15 Audio/Video Switch Box for Generic Laptop Computer: -- Video input switch box Port for laptop input 3.2.16 Integrate existing Super VHS Stereo Cassette Recorder -- As required to conform to contract. Component's remote control available for IR recording and integration into touch panel system. Model- Panasonic SVHS AG1970 3.2.17 Integrate existing Video 8 Cassette Recorder -- As required to conform to contract. Component's remote control available for IR recording and integration into touch panel system. Model- Sony STR-EVO-500 3.2.18 Integrate existing Computer system -- As required to conform to contract. Must operate and control basic functions on a IBM compatible computer running the Microsoft Windows2000 Operating System. 3.3 Basic Connectivity Requirement Diagram (subject to change) -- Diagram for familiarization processes only. Not a binding requirement in this SOW. (contractor may call for diagram) NOTES -- AVAILABILITY OF FUNDS: FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. ANTICIPATED FUNDS AVAILABILITY BY 30 SEP 01. SITE VISIT CAN BE ARRANGED BY CONTACTING THE POC.
