Description
The Marine Corps Systems Command intends to enter into a sole source contract with Para-Flite Inc. for approximately (2) Oxygen consoles (OXCON), (10) Parachutist High Altitude Oxygen Supply System (PHAOS) Mask, (2) PHAOS helmets, (10) PHAOS individual parachutist bottles, (4) OXCON 2-man consoles, and miscellaneous OXCON components parts. Para-Flite Inc. is the original and sole manufacturer of the PHAOS. The PHAOS has developed technology to enhance the Marine Corps current capabilities for military freefall parachuting. The PHAOS mask is a diluter/demand regulator, which provides oxygen through the full range of altitudes, and when incorporated with the complete system it is advertised to be capable to 35,000 ft. The PHAOS mask provides to the parachutist a low profile increased visibility mask that eliminates hoses and connectors on the front torso of the parachutist. The PHAOS console provides oxygen while in an aircraft for up to eight men for a two-hour duration. The Marine Corps Systems Command is procuring these systems for testing and evaluation purposes. The estimated cost of this procurement is $100,000. This is a COTS, NDI, purchase. No RFP is available for competitive bidding; however interested parties may submit a statement of capability for satisfying this requirement to be considered to the Government. Such statements if capability is to be provided to the Government no later than 21 August 2001. See number Note 22.
