Description

The Army Telecommunications Directorate, Army Signal Command has a requirement for nonpersonal services for local telephone exchange services for Fort Lee, VA. The proposed contract is for one base year and four option years. The local exchange service provider certified by the State of Virginia shall provide local commercial communications service for Fort Lee, VA. Local communications service shall include, as a minimum but not limited to, local access for commercial business lines, analog subscriber lines, analog and digital trunks, foreign exchange access lines and trunks, transport channel services, directory number and number portability, emergency 9-1-1 service, local and Intra-LATA access, and interconnection with Inter-LATA exchange carrier. Competition is open to domestic and foreign sources. All responsible sources may submit an offer, which shall be considered. Sources responding to this synopsis must indicate, in writing, whether they are large, small, disadvantaged and/or a women-owned businesses. For this acquisition, a concern will be considered small under SIC 4813 with size standard of 1500 employees and under NAICS 51331 and 51333. This requirement shall be a commercial, fixed price type contract. Solicitation is anticipated to be released on or about 6 August 2001. The Government will conduct a preproposal conference and site visit on 16 Aug 01 at the Fort Lee DOIM, building 8045, 2701 C Ave. The conference will be from 9:00-10:30 AM (approximately) and will be followed by a site visit from 10:30 to 12:00 noon. Offerors planning to attend are required to notify the Contracting Specialist, in writing, of all attendees' names (not to exceed three per company) prior to 14 Aug 01. An e-mail response to the Contracting Specialist is acceptable. Questions received prior to the conference must be received before 14 Aug 01. Questions generated as a result of the preproposal conference must be received before 7 Sept 01. Written responses to offeror-generated questions will be provided to all Offerors.
