Description
DESC: The General Services Administration (GSA), Federal Technology Service, Region 3, Philadelphia intends to solicit for the acquisition of commercially available training on the use of ColdFusion and Spectra software. The purpose of the training is to provide a hands-on learning environment to prepare selected employees and contractors of the Office of the Project Manager, Global Combat Support Systems Army (OPM GCSS-Army) for development of a dynamic public (Internet) and private (Intranet) website, using the software development tools ColdFusion and Allaire Spectra. Because all students will be assigned to this task following training, it is desired that the training be conducted with that objective in mind, using specific cases from that objective as classroom exercise as much as possible. Trainers will be provided with the details of that objective at least two weeks prior to the training, so that they can prepare. One (1) of each of the following training line items is required: (1) Beginning ColdFusion Development: This instruction will be for students who are familiar with web terminology, understand web server characteristics, have some experience with HTML, and basic SQL commands (SELECT, INSERT, UPDATE, and DELETE). It should provide them with the knowledge and hands-on practice they need to start building and maintaining a dynamic and interactive web application using ColdFusion Studio. The student should learn the basics of ColdFusion, to include: setting up and managing the development environment, using ColdFusion Markup Language to store and output values, defining ODBC drivers to interact with database tables, building queries that publish, insert, and update data dynamically, using JavaScript to perform client-side validation, using local, cookies, and other variables within applications, and developing fully interactive, database-driven Web applications. The class should be 2-3 days in length. (2) Advanced ColdFusion Development: This instruction should enable the students who successfully completed the beginning course, and build on their ability to: review the benefits of custom tags and utilize them in an application, efficiently utilize all features of the Interactive Debugger during the development of an application, understand, create and manipulate complex data types within an application, build structured exception handling within an application, extend reusability for custom tags through nesting and sub tag processing, create and integrate web agents into an application, syndicate web content with a better understanding of XML and WDDX, and improve database connectivity through better coding strategies. The class should be 2-3 days in length. (3) Allaire Spectra Development Methodology: This instruction should provide project managers and system architects with an overview of planning and managing Allaire Spectra projects over the full development cycle from initial planning to deployment. It should cover resources, skills, and activities required over the course of the project. The emphasis should be on effective system requirement development and site modeling. It should enable students to: understand what business needs Allaire Spectra addresses, feel comfortable with the phases of an Allaire Spectra project, describe what should be accomplished during each phase, determine project roles and what resources and skills are required to carry out each phase, gain a methodology for developing requirements for an Allaire Spectra Application, discover how to approach the design and modeling an Allaire Spectra Application, and feel comfortable developing and testing deployment plans for an Allaire Spectra Application. The class should be 1-2 days in length. (4) Allaire Spectra for Developers: This instruction should provide ColdFusion application developers with the knowledge and hands-on practice they need to build, maintain, and scale effective Spectra applications. Participants must learn to plan Spectra applications, work with content objects, create custom publishing rules, automated processes, and work-flows. Content searching and optimizing performance should also be covered. Students must understand the Allaire Spectra architecture, understand how the spectrum of participants will interact through Allaire Spectra, be able to create a basic Allaire Spectra site for content management and commerce, and perform site and system design tasks. Course titles are for descriptive purposes only and are not required. The class should be 4-5 days in length. The number of students for each class will be from 4 to 6. There will be a "core" element of students who will attend all classes; there will be others who do not need all of the training. A training facility with file/web server, workstations, and any other training needs will be provided by OPM GCSS-Army. Software needed for the class will be loaded prior to the instructor's arrival, if specific instructions are provided. Travel to and from Fort Lee, plus the prevailing per diem rate, will be provided for one instructor per class. It would be of benefit to the government if the two ColdFusion classes (1 and 2 above) run consecutively, with the same instructor. In this case, travel to and from Fort Lee would be necessary only before and after the combined sessions. Though the exact dates of the training will be negotiated between the Government and the contractor, training must start between 10 Sep 2001 and 30 Sep 2001, and end no later than 12 Oct 2001. To be responsive to this solicitation, offerors must submit evidence of commercial course offerings meeting the objectives of the courses described herein. Additionally, offerors must commit to providing Macromedia certified instructors. Award will be made on a best value basis wherein Past Performance is more important than cost. The Past Performance portion of the proposal must include an acquisition and a technical point of contact for a customer who has received similar training. The Government will not attempt to track down points of contact so inaccurate information could lead to a poor past performance rating. Price proposals shall include unit and aggregate pricing for each line item in addition to the total price, inclusive of the travel estimate of $3,000.00. Travel shall be billed at actual cost in accordance with the Joint Travel Regulations. This is a combined synopsis/solicitation for Commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for proposal (RFP), GS-T03-01-R-0008. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. This procurement is under NAICS 611420. Offerors are reminded to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items (JUN 1999), with its offer. Clause 52.212-4, Contract Terms and Conditions -- Commercial Items (MAY 1999), is hereby incorporated by reference. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (MAY 1999), is hereby incorporated by reference; paragraphs and subparagraphs (a), (b) (1) (5) (11) (12) (13) (14) (15) (20) (22) (25), (c) (1) (2) (3), (d) and (e) apply to this solicitation and any resultant contract. GSAR Clause 552.212-71, Contract Terms and Conditions Applicable to GSA Acquisition of Commercial Items (MAR 1998) is hereby incorporated by reference; clauses 552.215-70, 552.228-70, 552.229-70, and 552.232-70 apply to this solicitation and any resultant contract. A firm fixed price contract will be awarded, though travel shall be paid at actual cost.
