- The Fleet Industrial Supply Center Norfolk Detachment Philadelphia intends to acquire on a sole source basis Navy Family Study services in support of the Navy Personnel Command and its Family Advocacy Program. Under the proposed acquisition, a Navy Family Study will be conducted to identify and determine factors that predict successful and unsuccessful outcomes of family violence in Navy families including, but not limited to, family functioning, access to social and mental health services, prevalence of emotional/mental health issues, barriers to obtaining assistance within the military or civilian community, and workplace performance as related to readiness. The study will likewise provide critical information on the actual incidence and prevalence of family violence in the Navy and how Navy Family Advocacy Program (FAP) involvement specifically impacts family and individual outcomes. This work initially began under a grant provided by the Department of Health and Human Services (DHS). Under the original study, a total of 450 Navy families in which child physical abuse, child sexual abuse, or spousal violence had been reported to the Navy?s Family Advocacy Program were studied. The instant acquisition will utilize the same protocols as the prior evaluation in collecting data from an additional 450 Navy families who have not previously been identified or involved in the FAP, as well as conduct follow-up assessment interviews for Navy families that participated in the original study. The contractor will analyze the data of both the original study and the proposed study to determine what factors are predictive of successful and unsuccessful outcomes for families. A Cost Plus Fixed Fee type contract is anticipated with a base period of performance commencing 26 September 2001 through 25 September 2002, with three (3), one-year option provisions. The Government intends to solicit on an other than full and open competition basis pursuant to FAR 6.302-1, ?Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements? with Wellesley College, 106 Central Street, Wellesley, MA. No other investigator(s), contractor or Government entity has access to the confidential data and the identities of the participants obtained from the original study. Furthermore, no other investigator(s) or contractor possess the requisite skills and technical expertise necessary to create effective protocols on ?matched? or key demographic variables based on the participants, conditions, environment or forces present during the initial study.
