- The National Heart, Lung, and Blood Institute intend to issued a non-competitive modification to the existing purchase order number 263-MJ-112136, with Battistello Consulting Inc., 8120 Morning Breeze Drive, Elkridge, MD 21075. Through non-competitive procedures Battistello Consulting, was issued a purchase order to provide Engineering and Consulting Services to provide a variety of space and facilities planning, acquisition, and general management services for the newly constructed or renovated space in Buildings 9, 10, and 50; major renovation/expansion of the 5 Research Court facility; and the planning of the demolition / renovation of the Cardiac Catherization and Magnetic Resonance Laboratories located in Building 10. Battistello Consulting has successfully performed the work under the existing purchase order and prior experience with the NIH and has therefore gained and in-depth knowledge of the nature of the work being performed. In order to maintain continuity of the methodologies used for the performance of this work, and award to any other source for this contract extension would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. The Statement of Work for this requirement is as follows: Background: The NHLBI requires the immediate services of an expert consultant to provide a variety of space and facilities planning, acquisition, and general management services. Although the NHLBI will need assistance in the management of currently occupied space at both on and off-campus facilities, the primary focus of the consultant will be on the monitoring of the planned relocations to newly constructed or renovated facilities. During the next five-years, the NHLBI will be relocating to newly constructed or renovated space in Buildings 9, 10, and 50. In addition, the NHLBI is: (1) participating with National Institute on Deafness and other Communication Disorders (NIDCD) in the major renovation/expansion of 5 Research Court; and (2) in the process of a planning a demolition/renovation of the Cardiac Catheterization and Magnetic Resonance laboratories located in Building 10. Service to be performed: General Requirements: Independently, and not as an agent of the Government, the Contractor shall furnish all necessary labor, materials, supplies, equipment, and services (except as specified herein) and perform the work set forth below. (1) Design and construction/renovation projects, and (2) the general maintenance and management of leased facilities. The contractor will be responsible for reviewing and evaluating all documents related to NHLBI facilities planning efforts, including floor plans and cost data and plan the sequence of organizational relocations in order to minimize disruptions and down-time. The contractor will assist in the resolution of administrative issues and problems that may arise between the Institute and the management of leased facilities. In addition, the contractor will be expected to focus on design and construction/renovation projects related to the: Ongoing move of NHLBI employees/labs between Buildings 3, 10, 36, and 50, Revitalization of Building 10 and the construction of the Clinical Research Center; Demolition/Renovation of Catheterization and Magnetic Resonance Labs located in Building 10; Miscellaneous lab/office renovations in building 10; and the Expansion and renovation of NHLBI animal facilities at 5 Research Court, Rockville, Maryland. Government Requirements: The government will provide on-site office space for the contractor in which to perform the work, including use of standard office equipment (on-site) as needed. Deliverables: The contractor shall provide timely advice and recommendations (which may be given verbally or in writing) to the Scientific Directors, Executive Officer, and Chief of Intramural Administrative Management Branch, on any space related issues/concerns. Period of Performance: Extended through September 28, 2001. The North American Industry Classification System (NAICS) 541330, Size Standard $4.0M is applicable to this requirement. This acquisition is being conducted under simplified acquisition procedures. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
