Description

The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB), Office of Contracts, Simplified Acquisitions Branch, (M/CON/SA), has a requirement to procure the below-listed galvanized wire rope and rocket socket rods using the "Simplified Acquisition Procedures" specified in Part 13 of the Federal Acquisition Regulation (FAR). Price quotations submitted in response to this combined CBD Notice and Request for Quotation (RFQ) #CON-01-0075 that exceed the Simplified Acquisition Threshold (as specified in FAR Subpart 2.101, Definitions) will not be considered as responsive to this RFQ. The contracting officer has found and determined that this procurement is appropriate for an "unrestricted" procurement pursuant to FAR Subpart 19.502. The North American Industry Classification System Code (NAICS) for wire rope is 421510. This combined Notice/Solicitation is for Commercial Items and is prepared in accordance with FAR Subpart 12.6 and supplemented with additional information included in this Notice. This Notice constitutes the only solicitation for the below-listed galvanized wire rope and rocket socket rods. Written price quotations are herein requested, and a separate written solicitation document will not be issued. For the purpose of this RFQ, all references to "offers" are understood to mean "quotations", and all applicable FAR solicitation provisions and contract clauses, up through Federal Acquisition Circular (FAC) 97-27 dated June 25, 2001, are hereby incorporated by reference into this RFQ. The solicitation line-items are as follows: Item 1. Wire Rope, 1 3/16", (One and three sixteenth) Bridge strand (design tonnage 14.83 this cable should be pre stretched and one end should be mechanical spliced with thimble to suite the cable strength) Number of guy: (1); Length: 600ft, Net/Assay (lbs.): 1,743, Quantity: (1RO), Item 2. RK-0525; Rocket socket with retaining rods to suite the cable size with galvanized, steel strand rocket socket dead ends. 1-3/16" Bridge LHL Quantity: (1EA), Item 3. Wire Rope, 1"(One inch) Bridge strand (design tonnage 3.47 this cable should be pre stretched and one end should be mechanical spliced with thimble to suite cable strength) Number of guy: (1) Length: 430ft. Net/Assay (lbs): 903 Quantity: (1RO); Item 4. RK-0516, Rocket socket with retaining rods to suite the cable size with galvanized, steel strand rocket dead ends 1" Bridge LHL Quantity: (4EA), Item 5. Wire Rope, 1" (One strand inch) Bridge (design tonnage 4.23 this cable should be pre stretched and one end should be mechanical spliced with thimble to suite the cable strength) Number of guy: (1); Length: 445ft. Net/Assay (lbs): 934 Quantity: (1RO); Item 6. Wire Rope 1-1/16" (One and one sixteenth) Bridge (design tonnage 4.97 this cable should be pre stretched and one end should be mechanical spliced with thimble to suite the cable strength) Number of guy: (1); Length: 600ft Net/Assay (lbs): 1,370 Quantity: (1RO) Item 7. Wire Rope, 1" (One inch) Bridge (design tonnage 2.92 this cable should be pre stretched and one end should be mechanical spliced with thimble to suit the cable strength) Number of guy: (1); Length: 440ft Net/Assay (lbs): 924 Quantity: (1RO), Item 9. Wire Rope, 1" (One inch) Bridge (design tonnage 5.50 this cable should be pre stretched and one end should be mechanical spliced with thimble to suit the cable strength) Number of guy: (1); Length; 440ft, Net/Assay (lbs): 924 Quantity: (1RO)."ALL CABLES SHALL BE GALVANIZED PER ASTM DESIGNATION: A 586-98 CLASS C GALVANIZING FOR OUTER WIRES AND CLASS A GALVANIZING FOR INNER WIRES". All items are to be shipped FOB Destination: Broadcasting Board of Governors/International Broadcasting Bureau, Washington, D.C. 20237 Delivery Requirements: 30 Days ARO. The provisions at FAR 52.212-1, Instructions to Offerors -- Commercial Items, and FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, are applicable to this procurement. FAR Clause 52.212-4, Contract Terms and Conditions -- Commercial Items, is applicable to this procurement. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, is incorporated by reference into this RFQ. However, only the following provisions within FAR Clause 52.212-5 apply to this procurement: 52.222-21, Prohibition of Segregated Facilities; 52.232-34, Payment by Electronic Funds Transfer -- Other than Central Contractor Registration; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; 52.225-1, Buy American Act -- Balance of Payments Program-Supplies. The solicitation provisions at FAR 52.225-2, Buy American Act -- Balance of Payments Program Certificate, and 52.222-22, Previous Contracts and Compliance Reports are also applicable to this procurement. Evaluation: The Government will award a Purchase Order (contract) resulting from this RFQ to the responsible quoter whose quotation, conforming to this RFQ, is the lowest price and most advantageous to the Government. To be technically acceptable, quoters must submit price quotation for substantially the same and equal in all significant material respects to the items listed above, no substitute product will be accepted. NOTE: Quoters responding to this RFQ shall submit to the below-listed Purchasing Agent/ Contracting Officer the following information by facsimile as part of their price quotation: unit and extended prices for all of the above-listed line-items, prompt payment terms, correct remittance address if different from the quoter's mailing address, and a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items. A company not in possession of the above-referenced FAR Clauses or Provisions in full text may contact the Purchasing Agent/Contracting Officer and upon request, a copy of the Clause(s) or Provision(s) will be faxed to the company. Price quotations shall be in writing, and they shall be accompanied by completed Representations and Certifications or they will be rejected. Oral price quotations will not be accepted for this procurement. Any questions (technical or otherwise) related to this proposed procurement shall be in writing and shall be sent directly and only to the Purchasing Agent, Phyllis Bryan, for this procurement.
