Description

NASA/GSFC plans to issue a Request for Quotation (RFQ) for twelve (12) each SPCM-AQR-14-FC Detectors. Specifications for these detectors include: (1) dark count less than 100 counts per second; (2) fiber-optic FC connector to accept 0.1 mm core diameter fiber with greater than 85% coupling efficiency; (3) total afterpulse probability of less then 0.3%; (4) 10 MHz minimum count rate before saturation; (5) dead-time of 50-60 nsec for count rates less than 5 MHz; (6) greater than 40% photo-detection efficiency at 523 nm; (7) photodetect TTL digital output pulse width 39 nsec; (8) TTL gate input with TTL low in 4 nsec and TTL enable in 55 nsec; (9) must accept +5 volt supply voltage +/- 0.2 V and consume less than 2 amps; (10) operating temperature range 5 to 40 deg. C; (11) overall detector module size must be smaller than 150 x 77 x 34 mm. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Perkin Elmer Optoelectronics, North Wales, PA. Perkin Elmer Optoelectronics is the only company that can provide the detectors that meet the specifications listed. Perkin Elmer Optoelectronics has previously supplied this type of detector for use in portable, low power, field deployable lidars, an application that is a match for the MPL-Net system of lidars. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 27, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
