- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number 21-3K47-01, is issued as a Request for Quotation (RFQ), incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-27. The NAICS code is 334516, with a small business standard of 500 employees. This solicitation is unrestricted. The U.S. Department of Agriculture intends to award a firm fixed price contract on a sole source basis to Amersham Pharmacia Biotech, Inc., Piscataway, NJ. The Typhoon 9200 and PC Workstation will be used for gel and blot analysis of DNA, RNA and protein samples using phosphor autoradiography, direct green and red excited fluorescence and chemifluorescence. No comparable unit allows this flexibility of uses. Inside delivery is required to FOB destination to the Beltsville Agricultural Research Center, Beltsville, Maryland, 20705-2350, within 60 days of award. Line Item #01: One Typhoon 9200 and PC Workstation with one full year warranty, to include parts and labor, Product #9200WKST; Line Item #02: unmounted, GP, 20X25CM, Screen & Cassette, product #63003486, 1 each; Line Item #03: unmounted, GP 35X43 CM, Screen & Cassette, product #63003479, 1 each; Line Item #04: unmounted, LE, 35X43 CM Screen, product #63003355, 1 each. The Molecular Dynamics Typhoon 9200 system has the following unique features to meet agency minimum needs: Scans phosphor screens, fluorescent and chemifluoresent samples. Allows direct measurements of slow decay chemiluminescent samples. It has 25 um resolution and prescan mode.The long pass, short pass and band pass emission filters allows lower limits of detection, sensitivity and background. Allows the use of multiple fluorescent dyes in one sample with scanning protocols that can be linked to allow automatic scanning of up to four fluorescent dyes, it has two photomultiplier tubes allowing simultaneous two color scanning and uses Fluorsep software for multicolor image analysis. It provides a large format (35cmX43cm) for scanning sequencing-size samples. It has confocal optics, which allows scanning of gels and samples through glass plates or dishes. This solicitation incorporates the following FAR clauses, provisions and addendums: 52.212-1 Instructions to Offerors -- Commercial Items; 52.212-2 Evaluation -- Commercial Items; Evaluation factors: technical capability, past performance and price. 52.212-3 Offeror Representations and Certifications -- Commercial items. All offerors must include a completed copy of FAR 52.212-3 with their response. 52.212-4 Contract Terms and Conditions -- Commercial Items; 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items; In paragraph (b) of 52.212-5 the following apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.225-4, 52.225-13, and 52.232-34. 52.222-70 COMPLIANCE WITH VETERANS EMPLOYMENT REPORTING REQUIREMENTS (JAN 1999)(DEVIATION)(USDA). (a) The offeror represents that, if it is subject to the reporting requirements of 38 U.S.C. 4212(d) (i.e., the VETS-100 report required by FAR clause 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era), it has [ ], has not [ ], submitted the most recent report required by 38 U.S.C. 4212(d). (b) An offeror who checks "has not" may not be awarded a contract until the required report is filed. CONTRACT PAYMENTS (MANDATORY INFORMATION FOR ELECTRONIC FUNDS TRANSFER) Electronic Funds Transfer compliance with 31 CFR 208. To facilitate EFT for contract payments, FAR clause 52.232-34 and 52.232-35 (31 CFR Part 208) requires the submission of information by the contractor to the payment office. Upon award, the contractor shall contact the Miscellaneous Payments Section at the National Finance Center (NFC) to initiate the enrollment process of the Vendor Express Program (VXP), which will result in a number being assigned to the contractor for payment under EFT. All offerors must include completed copies of 52.212-3 (Representations and Certification), 52.222-70 (Compliance with Veterans Employment Reporting Requirements) and literature, brochures, and other such information in order to determine the ability to meet the above stated capabilities.
