Description
The National Institute for Occupational Safety and Health, (NIOSH) intends to negotiate on a sole source basis with the National Council on Compensation Insurance, 750 Park of Commerce Drive, Boca Raton, Fl 33487. Access to this data base will allow NIOSH to attempt to determine the extent to which individual employers' workers' compensation insurance policy premiums vary in response to accident and illness rates among an individual employer's workforce. One key part of the project is the analysis of formulas by which individual employers' claims experience is used to adjust the insurance premium tha the employer must pay. The use of these standard formulas by insurance carriers is required. However, in the great majority of states, carriers may determine their own set of basic "manual" insurance rates of which there are over six hundred, one for each industry. The level at which tese rates are set is one important determinant of the effect of increases and decreases in claims upon premiums charged. We are seeking data on the level of these rates, as well as the distribution of total insured payroll across the industry categories as they are defined within the field of workers' compensation insurance. In approximately thirty three states, information on how much individual employers pay for their workers' compensation insurance and the amount received by their employees in benefits is reported only to one organization: The National Council on Compensation Insurance. This is unique, private, not-for-profit organization which uses this inofrmation from insurance companies to provide standard premium rates (or the predicted claims expense upon which premiums are based) for each industry in thirty three states. NIOSH research indicates that NCCI is the only known source for this requirement. However, any firm believing itself capable of meeting the requirement may submit technical documentation to demostrate its potential of doing so. Otherwise NIOSH will proceed under FAR Part 13, Simplified Acquisition Procedures. The Government intends to solicit and negotiate with NCCI under the authority of FAR 6.302. This notice of intent is not a Request for Quotations. An RFQ will not be issued. However, all questions received within fifteen (15) days after the date of this synopsis is posted electronically will be considered by the Government. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will generally be for the purpose of determining whether to conduct a competitive procurement.
