Description

Small business organizations possessing the academic qualifications, professional expertise within the last five years on behalf of large industrial or Federal Executive Agency customers, necessary to perform review and analysis of utility rate applications and provide utility rate intervention support for any Air Force base in the 50 states at the Federal Energy Regulator Commission or State Utility Regulatory Commission hearings; to perform special studies with emphasis on solution of planning, engineering, and economic problems which affect the acquisition and management of utility services; to analyze municipal water and sewage cost of service studies; and to provide technical assistance to any Air Force base in the 50 states in negotiating cost based rates and utility services contracts are invited to request a copy of this RFP for consideration in the award of a requirement contract. Work to be performed includes: data gathering; review and analysis of rate applications to identify issues to be challenged; preparation of discovery data; preparation of expert testimony on various aspects of utility rate such as rate base, rate of return, cost of service, rate design etc.; participation in hearing and assist Federal Executive Agency legal counsel with cross examination questions and brief; conduct special studies; and provide technical support for negotiation of cost based rates with municipal or other unregulated suppliers and negotiations of utility service contracts covering rates, facilities charges, termination liabilities, connection charges, contracts terms and conditions; development of negotiation strategies with consideration given to potential alternative suppliers (including federal power marketing agencies) that are accessible through wheeling / transportation agreements or regulatory changes, and incentive packages. Utility rate intervention, special studies, and negotiations are undertaken when a proposed increase is considered excessive, unjust, unreasonable, or discriminatory to the Air Force. Previous experience representing large Federal Executive Agencies or similar industrial customers consumer interests in obtaining fair and reasonable cost based utility rates is essential.
