- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)The solicitation is issued as a Request for Quotation, number is 41702-016. (iii)The solicitation document and incorporated provisions and clauses are those in effect through FAC 97-26. (iv)This solicitation is 100% set-aside for small business. The NAICS code is 621399, the small business size standard is $5.0 million in gross revenues over the past three years. (v)Item 1: PROVIDE SUBSTANCE ABUSE GROUPS FOR INMATES IN THE RESIDENTIAL DRUG ABUSE PROGRAM (RDAP). GROUPS INCLUDE THOSE INMATES THAT HAVE COMPLETED THE BASIC PROGRAM, THOSE IN THE PROGRAM, AND THOSE INMATES ON THE WAITING LIST. THE INSTRUCTOR SHALL CONDUCT 0-75 SESSIONS PER YEAR. A SESSION WILL BE A TWO (2) HOUR BLOCK OF TIME. THE INSTRUCTOR SHALL NOT EXCEED 3 SESSIONS PER WEEK (6 HOURS). (vi)Qualifications include: a minimum of three (3) years of experience in a substance abuse setting; completion of graduate level course work comparable to a masters degree in social work or psychology; graduate level work in substance abuse treatment; experience ingroup therapy and counseling; experience in correctional setting performing treatment; working knowledge of the courts and community correctional system; and, knowledge of criminal thinking models and ability to provide treatment applying this model. The contractor will provide services on a weekly basis, approximately six (6) hours per week; to be split between morning and afternoon sessions. The contractor agrees to adhere to all the rules and regulations prescribed by the institution for safety, custody, and conduct of inmates. The instructor shall attend an orientation program prior to assuming institutional duties. Reimbursement is authorized for time spent in institution training, prorated hourly. The instructor will be in contact with convicted felons and shall conduct him/herself in an appropriate manner at all times. The instructor shall report any infractions of the rules & regulations by an inmate to the institution psychology staff immediately. The instructor(s) shall agree to investigative procedures by the institution. The procedures include, but are not limited to: NCIC check, name check, fingerprint check, urinalysis and NACI check. The resulting contract is not a personal appointment. The resulting contract does not constitute an employer/employee relationship. The payment shall be based on the provision of an end product or the accomplishment of a specific result. The contractor will not be subject to Government supervision, except for security related matters. Payment must be by government credit card or electronic funds transfer. (vii)This is an indefinite quantity/indefinite delivery solicitation. Services shall run from 1 October 2001 through 30 September 2002. A session is an two (2) hour period of time. Delivery shall be to the Federal Correctional Institution, East Arkona Road, Drug Treatment Program, Milan, Michigan 48160.
