- Description
- The first four sentences of this synopsis as well as the submission date have been amended. REQUEST FOR CAPABILITY STATEMENTS FROM 8(a) SMALL BUSINESSES. The Environmental Protection Agency is conducting a market search for 8(a) small businesses to provide technical support for the National Health and Environmental Effects Research Laboratory (NHEERL), Office of Research and Development (ORD) of the Environmental Protection Agency (EPA) under a procurement entitled "Technical and Conference Support in the Areas of Effects of Water Contaminants on Humans". EPA reserves the right to set this action aside for an 8(a) small business firm on a sole source basis. If there are no qualified 8(a) concerns, the Agency may elect to compete the requirement as a small business set-aside. The contractor shall be responsible for providing water health effects reports. The contractor's research shall require a multi-disciplinary approach and involves methodologic issues relating to water chemistry, distribution system or water engineering, microbial and chemical assessment, sanitary surveys and exposure assessment. Reports prepared by the contractor shall summarize current state-of-the-science information, identify areas of needed research, identify the potential impact of such research on risk-assessment/decision making activities and determine proposed sequences and time tables for implementation of the research. Using EPA provided reports, literature searches and current research efforts, the contractor shall identify outstanding issues and develop a plan to conduct epidemiologic studies on the health effects of chemical and microbial water contamination, including projecting the impact of the proposed studies on risk assessment/decision making activities. Examples of work include, but are not limited to, the following: (1) reviewing national and international literature and providing lists for possible selection for reprints; (2) obtaining permission from publishers to reprint selected articles; (3) compiling articles in logical sequences for publication as EPA documents; (4) proposing appropriate authors for sections of reports, books, or journals and contacting proposed authors to confirm their availability and willingness to write sections of reports, books or journals; (5) after review by EPA, prepare documents in final form for publication; (6) synopsis of articles; (7) obtaining and identifying information on water monitoring, treatment plant operations, source and distribution water quality and outbreak investigation procedures; and (8) reviewing and editing, for accuracy, manuscripts, materials, graphics and research references in preparation for publication. Human health effects in the form of epidemiologic data is reported on a biennial basis to the Centers for Disease Control and EPA. These reports are evaluated and the two agencies publish a biennial report. The contractor shall provide support to EPA in evaluating each outbreak report and determining which reports need additional information for follow up. The contractor shall review, for accuracy, the final EPA and CDC report and any other manuscripts in preparation for publication. The contractor shall be responsible for adding waterborne disease outbreak information to an existing database and categorize the data using criteria developed by EPA. In addition to U.S. information, information from other countries and research on outbreak investigation and endemic waterborne studies must be collected and evaluated. Examples of work required include but are not limited to: (1) collecting information on research programs in Europe, Canada, and Latin America; (2) providing data analysis, estimation of risk, evaluating bias and diagnostic techniques for conducting waterborne disease studies, (3) drafting, revising and updating EPA documents and publications relating to epidemiology, surveillance, engineering investigations, water quality concerns analyzing waterborne pathogens, indications of contamination, community intervention studies and the investigation of waterborne disease; (4) researching materials for documents on waterborne disease outbreaks in the world ; (5) providing support in improving waterborne outbreak investigations, surveillance and reporting; (6) preparing selected chapters and articles in planned books about waterborne disease risks; (7) preparing reports detailing issues on waterborne disease outbreaks and surveillance; (8) analyzing groundwater systems, including community and noncommunity systems; (9) comparing causes, etiologic agents and number of cases for disease outbreaks; (10) preparing retrospective trend analysis of causes of outbreaks; (11) preparing special analysis of outbreaks requiring statistical work and engineering evaluation of outbreaks; (12) entering information into databases; and (13) reviewing and editing, for accuracy, manuscripts, materials, graphics and research references in preparation for publication. The contractor shall provide editorial support on manuscripts, books, standard operating procedures (SOPs), field implementation plans and other documents relating to all of the above specifications. The contractor shall provide the necessary services to conduct symposia, workshops, seminars, meetings and conferences. The applicable NAICS is 561990 with a size standard of five million dollars. ALL INTERESTED 8(a) SMALL BUSINESSES SHOULD SUBMIT STATEMENTS REFERENCING THEIR CORPORATE EXPERIENCE AND CAPABILITIES RELATIVE TO THE RESEARCH AREAS DELINEATED ABOVE WITHIN 20 DAYS OF THE INITIAL NOTICE DATED AUGUST 1, 2001.
