Description

This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA requires the following: Item 1. 15' x 35' pre-assembled steel frame storage unit with installed steel frame floor rated at 200 PSF with 5/8" plywood finish Item 2. 13' x 20' pre-assembled steel frame storage unit with installed steel frame floor rated at 200 PSF with 5/8" plywood finish Item 3. Offloading and installation and leveling of both sheds Specifications for sheds are as follows: The two sheds shall be of the Dura series or equal. If quoting on equals, descriptive literature must accompany quote. Foundations: Foundations shall be pre-engineered of non-combustible steel. Sheds shall be set on a firm level base, capable of supporting all live and dead loads of the proposed building and interior equipment on the entire floor area. The prevention of water infiltration between the customer's slab and the underside of the new building shall be the responsibility of NASA. The slab design shall account for proper surface water runoff away from building. Foundation by others. Structural Steel: Structural steel design shall be in accordance with the BOCA Code. Hot rolled sections shall be fabricated to CSA W47.1 and W59 standards. Structural steel shall be prime painted with zinc chromate primer. Roof and Wall Cladding: All exterior steel cladding shall be 26 guage series 5000 pre-painted. All flashings and fasterners shall be color matched to cladding. NASA shall have the option of selecting exterior and interior cladding color. All sealants and foam closures shall be provided for a weather-tight application. Doors: (2) 8' x 8' Pre-finished steel roll up door on 15' x 35' unit. (1) 8' x 8' Pre-finished steel roll up door on 13' x 20' unit. (1) 3' x 7' Metal slab door in metal frame with lockset, weather-strip, door sweep and sill -- both units. Shop Drawings: Complete shop drawings of the Dura or equal shed building shall be provided. Warranty: All buildings shall be warranted against defects in materials and workmanship for a full 12 months from the building being substantially complete. The provisions and clauses in the RFQ are those in effect through FAC 97-25. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 332311 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to GRC is required within six to eight weeks ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-26. Quotations for the items(s) described above are due by 4:30pm on September 4, 2001 and may be e-mailed or faxed to Sonia Schriver, e-mail sonia.m.schriver@grc.nasa.gov or fax 216-433-5489 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters may use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Award will be based upon overall best value to the Government, with consideration given to the factors of proposed technical merits, price and past performance; other critical requirements (i.e., delivery) if so stated in the RFQ will also be considered. Unless otherwise stated in the solicitation, for selection purposes, technical, price and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b). Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications -- Commercial Items with their quote.
