- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. However, this acquisition is unrestricted and all interested offerors may submit a quote. The National Institute of Standards and Technology (NIST) has a requirement for a High-Performance Liquid Chromatographic System. All interested offerors shall provide a quote for the following line items: Line Item 0001, Quantity: one (1): High-Performance Liquid Chromatrographic System which shall meet the following specifications: 1. A single solvent gradient pumping module with flow rates of 0.010 mL/min to 10.0 mL/min in increments no greater than 0.01 mL/min between 0 and 0.1 mL/min and 0.1 mL/min between 1.0 and 10.0 mL/min. The module must accommodate 4 solvents for both analytical and semi-preparative work at a maximum operating pressure of 6000 psi. Flow accuracy must be +/- 0.5 % or better with 1 mL/min. isopropyl alcohol. Gradient compositional accuracy must be +/- 0.5 % or better. Gradient compositional precision must be +/- 0.1 % or better. 2. To avoid pump cavitation and thus minimize pressure pulsations, a mechanical inlet on the pumping module is required with no inlet check valve. Pressure pulsations must be 2 % or less at 150 atm with 100 % isopropyl alcohol flowing at 1 mL/min. 3. Polyether ether ketone (PEEK) injection valve, 1 mL PEEK sample loop, PEEK tubing to and from column. 4. System control and data acquisition hardware and software (Windows-NT, 32-bit) that integrates system modules. This includes the detector control board for PC, GPIB communications kits for system modules and computer, software program, and report writer software. Software must have programmable peak integration events to include: signal-to-noise ratio, tangent peak height, valley-to-valley baseline, inhibit integration, peak rejection by area, solvent peak rejection, peak grouping by time, force peak start/end, split peak, horizontal forward/backward, and peak width. Calibration features to include: a maximum of 8 concentration levels or more for each analyte; up to 8 internal standards; continuous averaging; append new calibration data option; replace all previous data option; and regression fitting by linear, quadratic, or cubic functions on a peak-by-peak basis. The software must also facilitate automation of multiple sample analyses. Report writing software that includes a WYSIWYG editor and that can import bitmaps and produce objects that can be imbedded in Microsoft Office programs is required. The software must facilitate data import/export in ASCII. 5. UV-VIS detector with 190-700 nm range; 5 nm bandwidth; 1 nm accuracy; 0.2 nm precision or better; deuterium lamp; 10-15 uL flow cell, 8-10 mm pathlength; 2000 psi maximum pressure on flow cell; 4 time constants from 0.05 to 5.0 sec; at least 6 absorbance ranges from 0.001 to 2.0 AU; peak sensing activated at peak start, peak end, valley, time slice, and pulse. 6. Fraction Collector that has a maximum drop speed of 5 drops/sec or more, an anti-drip delay, memory protection from power failure, and multiple collection criteria (i.e., time drop, volume, peak detection, or a combination thereof). Line Item 0002, Warranty: A minimum of one-year warranty is required. Please describe in your quote the warranty coverage. Line Item 0003: Delivery FOB Destination: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt of the shipment by the consignee at the delivery point specified in the contract; and pay and bear all charges to the specified point of delivery. The contractor shall deliver all line items FOB Destination, to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. Delivery shall occur within 90 days or less after receipt of the purchase order. The Government will award a purchase order resulting from this combined synopsis/solicitation to the responsible offeror whose quotation, conforming to this synopsis/solicitation, will offer the best value to the Government, price and other factors considered. The following will be used to evaluate quotations: 1) Technical capability to meet agency need; 2) Past Performance and 3) Price. Technical capability and past performance when combined are more important than price. The provision at 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. All offerors shall submit an original and two (2) copies of the following: 1) A quotation which addresses Line Items 0001 through 0003; 2) Technical description and/or product literature; 3) The most recent published price list(s); 4) A list of two (2) contracts/purchase orders completed during the past three years for similar equipment with the following information: Name of contracting activity, contract number, contract type, total contract value, contracting office, and telephone number, and program manager and telephone number; 5) A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items which may be downloaded at www.arnet.gov/far.
