Description

The USDA, Agricultural Research Service, Application Technology Research Unit, Wooster, OH has a requirement for a Digital Energy Dispersive X-Ray Analyzer for S-3500, Hitachi Variable Pressure Scanning Electron Microscope with High Angle (30 Degree) Detector for VPSEM. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. 5114-1-3006 being issued as a Request for Proposal. This solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The solicitation is issued pursuant to full and open competition. NAICS Code 334516 with a corresponding size standard of 500 employees applies to qualify as a small business. Offerors are to propose prices for the following: Offerors shall submit Descriptive Literature describing their analyzer in enough detail to ascertain the analyzer meets the criteria listed below. The Digital EDXA and imaging system to interface with a VPSEM including the following: PC compatible with the existing EDXA (Thermo Noran Model Vantage software) attached to the Hitachi S-4700 cold field emisson SEM; Digital pulse processor with capability to acquire digital maps and digital images with VPSEM; Pentium IV computer with color 17" monitor with SVGA graphic hardware and software. Light element -- low pressure (resistant to acqueous vapor) digital detector with 30 degree takeoff angle and SEM interface appropriate file system for light elements acquisition. EDXA/SEM interface unit compatible with Hitachi S-3500 computer and Hitachi PCI archiving system. Single mouse interface between EDXA & VPSEM. Color laser printer, 600 DPI, cables. Installation, hardware, on-site training and 2 training credits at vendors's EDXA school. Offerors must include a commercial warranty for the analyzer. These FAR clauses may be viewed at http://www.ARNet.gov/far/ . Proposals will be evaluated on price and proof of meeting the salient characteristics listed above. Award resulting from this solicitation will be made to the responsible offeror whose quote offers the "best value" to the Government, which may not necessarily be the proposal offering the lowest realistic price nor the highest technically. In the event the offerors are considered essentially equal in terms of technical capabilities the government reserves the right to award to the offeror with the lowest realistic price. Payment will be made 30 calendar days after receipt of the tractor. Equipment will be shipped FOB Destination to: USDA-ARS-MWA, 1680 Madison Avenue, Wooster, OH 44691. Price must include any freight and shipping. Desired delivery of the equipment is 90 days for award of purchase order. Offers must include a 90 calendar day acceptance period.
