Description
REQUIREMENT. The United States Postal Service has a requirement for 6,200 each Pentium III/750 Mhz Mid Tower Computers; 100 each to be delivered by 7 September 2001 and the remainder by 31 January 2002 (or earliest offered delivery date, considering technical evaluation criteria and instructions included in the RFP), each of which complying with and meeting the following minimum requirements: Minimum Requirement: Mid Tower Case; 250w Power Supply; DFI CB61 Motherboard; Intel 82440BX Chipset; 100MHz Front Side Bus; Intel Pentium III 750MHz FCPGA CPU; Pentium III CPU Cooling Fan; 128MB SDRAM (expandable to 384MB); 2-Seagate ST-320410A 20.0GB IDE Hard Drive; Creative Labs 52X CD-ROM Drive; Sony 3.5-1.44MB Floppy Drive; Daytona Roadster AGP Video Adapter with 8 MB Memory; Accton EN1208TC 10Mbps PCI Ethernet Adapter; PS/2 Computer to AT Keyboard 6 inch Adapter; On-board I/O ports include: -- One EPP/ECP Parallel Port; -- Two Serial Ports; -- One IrDA TX/RX Header; -- Two USB Ports; -- One Floppy Drive Controller (supports two floppy drives); -- Two Enhanced UltraDMA/33 IDE Channels (supports four IDE devices). Expansion slots: -- Three PCI, -- Two ISA, One Combination PCI/ISA, One AGP. Limited Two Year Parts and Labor Warranty All units system hardware including but not limited to CPU, motherboard, drives, power supply and memory must be identical in make and manufacture (including country of origin), form, fit and function, and any and all firmware provided. THE PURCHASE. This purchase is open to both small and larger businesses without any preference for or special consideration given to either. To be considered favorably for award of the contract for the described requirement, the offeror must demonstrate: 1) compliance with the minimum requirements of the purchase description in the offered system; 2) the quality of the product or systems offered (including compelling information from which support of the offered warranty can be assured); 3) capacity and capability to produce and deliver the offered system within the proposed and acceptable schedule. Please see the 3.4 Evaluation -- Commercial Items for guidance regarding how the same may be demonstrated (included in the solicitation). The solicitation documents are available from the Federal Business Opportunities (FedBizOpps) Web Page (http://eps.gov/) TECHNICAL EVALUATION. While the offered price is not a weighted evaluation factor, the same will be considered in the source selection decision in the following manner: a) If the technical evaluation scores are essentially equal, then a substantial difference in price will be the determining consideration, favoring the lower price; b) if technical scores are substantially different, then where an insubstantial difference is price, price will play a smaller role in the award decision; and 3) if the price is substantially higher, then the Postal Service may award to an offeror of a complying and conforming product whose technical score may be considerably lower. Around Twenty-Percent is substantial and considerable. PROPOSALS CLOSING DATE. Closing date for receipt of proposals is 27 August 2001 with award to follow upon technical evaluation and verification of provided information on about 5 September 2001 for the 100 each units, with award for the remainder (6,100 each) on about 10 September 2001) However, the, if practicable, Postal Service reserves the right to make both awards the same time.
